Beginning September 1, 2025, Texas establishes a trust fund outside the state treasury for the 988 Suicide and Crisis Lifeline. It accepts gifts, grants, donations, federal funds, and investment earnings, but the law sets no funding amount. Money can only support the Lifeline, including staff and technology, or pay the trust company’s fund-management costs. Texas Health and Human Services administers the fund, and the Texas Treasury Safekeeping Trust Company holds and invests it. The agency must report annually to lawmakers and the federal mental health agency on crisis-center use and services. It must also study funding options, including a possible telecommunications service fee; this law does not impose that fee. The study covers staffing, technology, text and online responses, local crisis response, and demand from public awareness campaigns. Findings and recommendations are due to lawmakers by December 1, 2026. The study requirement expires September 1, 2027, but the fund does not.
