The law confirms Austin County Municipal Utility District No. 1’s creation and related actions as of their original dates. It covers temporary directors’ actions taken within five years before the law’s effective date, including calling the district election. It validates the November 2, 2021 election results and every approved proposition. These include creating the district, electing five permanent directors, and approving water, sewage, drainage, and road bonds and property taxes. It excludes matters whose validity was under court challenge when the law took effect and actions already invalidated by final court judgments. The law also confirms that required notice and review steps were completed. Its effective-date rule provides immediate effect with two-thirds support in each legislative chamber; otherwise, the date is September 1, 2025.
