Beginning September 1, 2025, shipping charge limits apply to instructional materials sold to Texas public schools and open-enrollment charter schools. Publishers and manufacturers cannot include shipping costs above actual delivery costs, based on the carrier’s standard rate for the chosen delivery method. They cannot include handling or similar charges unless directly related to shipping physical copies. These limits may lower school purchasing costs; any household savings are indirect.
