The law renames the Harris-Montgomery Counties Management District as the Southeast Regional Management District. Its board must either recommend future directors to the Harris County Commissioners Court or request state appointments. For state appointments, the Texas Commission on Environmental Quality must choose from the district board’s recommended candidates. The law’s effective-date rule provides immediate effect with approval from two-thirds of all elected members in each legislative house. Otherwise, the effective date is September 1, 2025. The law creates no funding, tax, or fee changes.
