Title exemptions for qualifying boats and motors

Beginning September 1, 2025, Texas exempts qualifying vessels and outboard motors from its vessel and motor title subchapter. Vessels qualify with a valid marine document from the U.S. Coast Guard’s National Vessel Documentation Center or a successor federal agency. Outboard motors qualify only when they are at least 40 years old and have 25 horsepower or less. These exemptions apply to that subchapter, not all boating rules.
