Beginning September 1, 2025, Texas expands which health plans must follow Chapter 1662 health care cost disclosure rules. Covered plans include small-employer plans, including health group cooperatives, and standard plans under Chapter 1507. They also include basic plans under Chapters 1551, 1575, and 1601, and primary care plans under Chapter 1579. Regional or local health care programs operated under Health and Safety Code Section 75.104 are now exempt from these rules. The rules also exclude health reimbursement arrangements, other account-based health plans, and workers’ compensation policies.
