Beginning September 1, 2026, eligible renewable power owners in Texas outside ERCOT get billing-period offsets when they choose a single-meter connection. Power from their renewable generation or qualifying facility offsets electricity use, and extra power earns credits unless regulators approve another payment method. Before approving another method, the Public Utility Commission of Texas must require utilities to submit a full cost-benefit study using established best practices to justify payment rates and related fees. The commission must consider that study before approving alternative rates or continuing net metering, including owner-only rates or fees reflecting their generation's value. The law sets no specific payment rates or fees.
