Beginning September 1, 2025, the General Land Office can offer 20.3127 acres at 4400 Shoal Creek Boulevard in Austin for sale or lease as soon as practicable. A replacement for the existing state records facility must be built and occupied before the transaction. All proceeds must enter a new dedicated General Revenue account, the bicentennial Texas State Library and Archives Commission Fund. This money supports capital improvements at the Sam Houston Regional Library and Research Center and Lorenzo de Zavala State Archives and Library Building. It also supports easier public access to original source materials; the law sets no dollar amount.
Beginning September 1, 2025, the Texas Health and Human Services Commission can lease about 7.5 acres in Austin. The land adjoins West 45th Street and Lamar Boulevard, and the agency must negotiate leases as soon as practicable. All lease proceeds must go into the Texas Capital Trust Fund for the agency's benefit. Each lease requires agency approval and restrictions on the renter's planned use. It must also give the agency legal access rights to its neighboring properties.
