For tax years starting on or after January 1, 2026, Texas local taxing units must use state-prescribed electronic forms to calculate no-new-revenue and voter-approval tax rates. Forms must have fillable blanks, allow accuracy certification, and use values matching certified appraisal rolls or certified taxable-value estimates. Forms must support integration into appraisal district property-tax databases and be submitted electronically to each county assessor-collector covering the taxing unit. Staff must link each entry to supporting records, except entries that are math calculations. When reinvestment-zone adjustments affect tax-rate calculations, taxing units must calculate property-value and taxes-imposed-or-collected adjustments separately for each zone; state forms must support this. These rules improve documentation but do not specify whether household tax bills rise or fall.
