Higher fee cap for groundwater users

The Southeast Texas Groundwater Conservation District can charge higher groundwater withdrawal permit fees. The cap rises from 1 cent to 7 cents per 1,000 gallons withdrawn for any purpose. The district cannot charge above that cap, and users pay more only if it raises its actual rate. The law took effect immediately because both chambers approved it by the required two-thirds votes.
