Beginning September 1, 2025, Texas restricts paid group-home consultants from referring people to homes without a license or permit. Such referrals are allowed only when no licensed or permitted home operates in the person's desired region, or the person or family cannot afford a licensed or permitted home the consultant referred there. Before making an allowed referral, consultants must tell the potential resident about complaints against the home they actually know about. These rules add protections for residents and families while limiting consultants' referrals. A consultant who violates the rules commits a Class B misdemeanor.
