New rules for local property taxes

Beginning with tax years starting January 1, 2026, Texas changes how local property-tax rates account for debt. Current debt service means the minimum dollar amount required for debt payments in the current year. School tax notices and local debt schedules must report the applicable minimum debt payments, including next year's required principal and interest. A local taxing body's governing board can approve a rate above the calculated debt-rate baseline with at least 60% approval. Its motion must list the baseline rate, proposed rate, difference, and specific purpose for the extra revenue. The approved rate becomes the current debt rate, and officials must recalculate the voter-approval tax rate using it. This process can allow higher property taxes; adopting a rate above the recalculated voter-approval rate still triggers an automatic election.
