Beginning September 1, 2025, the Texas Department of Motor Vehicles must design and issue plates saying “Spay. Neuter. Adopt.” These plates are offered alongside existing animal-friendly plates. Drivers who choose them pay an issuance fee; the law does not set the amount. For both existing and new animal-friendly plates, fees go to the animal friendly account after the department deducts administrative costs.
