Utilities gain disaster bonds with bill charges

Texas expands bond financing for electric utilities’ storm and natural-disaster repairs, including utilities on the ERCOT power grid. Utilities can apply when estimated and actual restoration costs total at least $50 million in a calendar year. A separate issuer issues the bonds, and approved costs are recovered through customer bill charges. The Public Utility Commission must decide eligible costs and issue a financing order within 150 days after an application. Charges must be adjusted after estimated costs are checked against actual costs; no household charge amount is set. The law takes effect immediately with two-thirds approval in both houses; otherwise, its effective date is September 1, 2025.
