Students can receive Texas Leadership Scholars Program leadership scholarships for no more than four years. Research scholarships also have a four-year limit per student. These limits apply separately to each program. The Texas Higher Education Coordinating Board must adopt implementing rules as soon as practicable after the law's effective date. The law specifies immediate effect with a two-thirds vote of all elected members in each house; otherwise, September 1, 2025.
The Texas Leadership Scholars Program defines eligible schools as general academic teaching institutions under Texas law. The Texas Higher Education Coordinating Board cannot limit which such schools participate or favor students based on their school. Its rules must give each eligible school at least one research scholarship award. Remaining research awards are shared partly based on how many research doctoral degrees each school awards. Research scholarships must be at least 150% of leadership scholarship amounts. The board must consult these schools on program rules, including scholarship amounts and allowed uses; individual students are not guaranteed awards.
