Higher permit fees for oil waste operators

Beginning September 1, 2025, covered applicants pay nonrefundable filing fees to the Railroad Commission of Texas. Each fluid injection well permit application costs $200; this category excludes waste disposal wells regulated under Texas water law. Landfarm, landtreatment, and land application permits or amendments cost $500 per filing. These permits cover mixing low-chloride, water-based waste into soil, treating oil-based waste in soil, or irrigating with specified wastewater. Commercial oil and gas waste separation facility permit applications cost $2,000; amendments cost $1,000. These facilities manage waste but do not dispose of it on site. Commercial surface oil and gas waste disposal facility permit applications cost $3,000; amendments cost $1,000. These facilities dispose of waste on site. Both commercial categories cover businesses mainly paid to provide oil field fluid or waste services. The $1,000 commercial facility amendment fees replace the prior $300 fee. The new fees apply to filings on or after September 1, 2025; earlier filings remain under prior law.
