New funding and flexibility for bilingual classrooms

Beginning September 1, 2025, Texas districts approved for a two-year budget period can get new funding for approved one-way or two-way dual-language immersion programs. Annual funding per student in average daily attendance equals 15% of the basic allotment for emergent bilingual students and 5% for other students. The Texas Education Agency can award no more than $10 million every two years, selecting districts from across Texas when possible. Districts granted exceptions must report information about their alternative language methods and classify those methods as the agency directs. Districts can also use bilingual or special language funds for teacher salaries, rather than just salary supplements, while still spending at least 55% on bilingual or special language programs.
