Beginning September 1, 2025, covered Texas health care facilities can offer required staff training in person or live online. The training covers identifying abuse, neglect, and illegal, unprofessional, or unethical conduct. Online training must let instructors and employees see and hear each other at the same time. The law does not change who must receive training.
For Texas chemical dependency treatment providers, revised penalty rules apply to violations on or after September 1, 2025. Earlier violations remain under the prior law. Civil penalties remain capped at $25,000 for each day and each act of violation. Courts and the commission must consider ability to pay, seriousness, past violations, blame, deterrence, and other matters needed for justice. Courts also weigh threats to public health and safety and good faith; administrative penalties also account for enforcement costs and correction efforts. If the violation does not lead to license revocation, both must consider the provider’s ability to keep serving patients after payment. The commission must post accurate, current administrative penalty schedules online that account for economic impact and the required penalty factors.
