Developers get caps on pipeline fees

The law caps certain conservation and reclamation districts’ fees for developers planning water or sewer pipelines and related infrastructure. Projects must be within the district’s service area, and fees cannot exceed its actual, reasonable, documented costs. Covered developers own land in the district and have split or plan to split it into at least two parts. Landowners requesting more than two water or sewer connections on one contiguous tract also qualify. Covered costs include review, legal services, engineering, inspection, construction, repair, infrastructure relocation or conversion, and other related subdivision-construction costs. The effective-date rule provides immediate effect with two-thirds approval in each legislative chamber; otherwise, it sets September 1, 2025.
