For agreements made beginning September 1, 2025, Texas rental rules cover private passenger vehicle rentals up to 180 days, previously 30. Companies must refund damage waiver charges billed or collected for calendar days beyond the waiver’s actual coverage when renters return vehicles early. Refunds also apply when renters cancel the waiver before the expected return date and the company confirms no damage before cancellation. The law excludes Chapter 2301 license holders whose main business is not renting private passenger vehicles. Earlier agreements remain governed by the law in effect when they were made.
