Stronger oversight of Texas ambulance billing

For services provided beginning September 1, 2025, Texas gives its Department of State Health Services stronger ambulance billing enforcement powers. The department can suspend, revoke, or refuse to renew an emergency medical services provider’s license or certificate. Grounds include intentionally submitting incorrect information required under Insurance Code Section 38.006 or a confirmed pattern of specified insurance-law violations. Government-run providers are also covered. This licensing authority has no expiration date.

Texas limits ambulance rate increases

Beginning September 1, 2025, Texas limits local governments’ annual increases to ambulance rates submitted under Insurance Code Section 38.006. Increases cannot exceed the lower of the Medicare Ambulance Inflation Factor or 10% of the provider’s previous calendar-year rate. The law also extends related ambulance billing and insurance protections for two years, until September 1, 2027. The rate limits expire that same day. Changes apply only to services provided on or after September 1, 2025; earlier services remain under prior law.
