Higher minimum pay for Virgin Islands workers
Beginning October 1, 2025, the law raises the minimum annual salary from $27,040 to $35,000 for covered full-time workers. It covers the Virgin Islands government, its semi-autonomous agencies, and independent instrumentalities. Workers already earning at least $35,000 are not guaranteed a raise. By March 31, 2026, the Office of Management and Budget must report projected effects on personnel spending and agency budgets. It must coordinate with all independent instrumentalities and send the report to the President of the Legislature. Starting in fiscal year 2028, the Department of Finance must review living costs every two years with the Virgin Islands Bureau of Economic Research. It must report to the Legislature's President whether inflation and economic trends support further minimum salary changes. These reviews do not automatically raise pay, and the law includes no explicit funding appropriation.
