Cleanup, parking, and road changes for VIPA

VIPA must handle all environmental cleanup and demolition on the transferred sites. VIPA must build a dedicated parking area on part of Parcel 70B (Rem) for Property and Procurement and other agencies; it can be within a larger facility with an exclusive area. VIPA can widen or improve the road between Route 306 and Subbase Road, and can close and move Route 306 to match the new route.

VIPA pays $7M, gets 50-year fee break

VIPA must pay $7 million when the deeds are recorded. The money is split: $3 million to St. Croix, $1 million to St. John, and $3 million to St. Thomas capital funds. After that payment, annual permit and rental fees under Title 12 are waived for 50 years for these properties. Application fees still apply.

VIPA takes ownership of Crown Bay lands

The law transfers many named Subbase parcels to the Virgin Islands Port Authority for the Crown Bay project. It also gives VIPA fee simple title to unmapped Subbase and harbor lands once Quitclaim Deeds and a property appendix are recorded. Filled and submerged lands under a 1987 commercial lease merge into the project area. The 1987 commercial lease is void. These steps consolidate land control with VIPA to support redevelopment.
