The law approves a 20-year lease between the Virgin Islands government and the federal weather agency for part of a telecom tower on St. Thomas. The agency can mount an antenna about 120 feet high, use about 36 square feet in a climate-controlled shelter, and use standby power. Rent is $100 per month ($1,200 a year; $24,000 over 20 years), paid to the territory. The site is used for weather and emergency broadcast communications. The lessee must keep all required permits, licenses, and any needed rezoning. Any equipment and improvements remain on government property, with an option for a follow-on lease.
