Higher funeral savings limit for Medicaid

The law requires Vermont to raise Medicaid's protected prepaid funeral amount from $10,000 to $15,000, subject to federal approval. The higher limit applies to irrevocable arrangements entered into on or after July 1, 2027. It lets Medicaid applicants and members set aside $5,000 more for funeral costs without counting it toward eligibility. The written contract must give Medicaid remaining funds after specified funeral expenses, up to what Medicaid paid for the deceased person. If funeral services are not provided, Medicaid receives remaining funds after any legally allowed funeral director retention, subject to that same cap.

No-cost HIV prevention through public coverage

Starting June 8, 2026, Vermont public health assistance programs must cover HIV prevention drugs and related care without cost sharing. This covers prevention before exposure, called PrEP, and after exposure, called PEP. Programs cannot require prior approval or other dispensing delays for at least one FDA-approved drug in each PrEP and PEP category. Medicaid cannot reject coverage based on a prescriber's professional type when they are Medicaid-enrolled and working within their authorized scope. These requirements exclude programs funded partly or fully by federal grants that prohibit HIV prevention drug coverage.

No-cost HIV prevention in Vermont-regulated plans

Starting June 8, 2026, Vermont-regulated health plans must cover recommended HIV prevention drugs taken before exposure, called PrEP. Covered drugs are those recommended by the U.S. Preventive Services Task Force as of August 22, 2023. Plans must cover them without deductibles, copays, coinsurance, or other cost sharing. This protection does not apply to the extent it makes a high-deductible plan ineligible for a health savings account.
