Bill Overview

Analyzed Economic Effects

5 provisions identified: 3 benefits, 1 costs, 1 mixed.

Sister State committee members receive meeting pay

Sister State Program Committee members receive daily meeting pay and expense reimbursement for up to eight meetings per year. Legislative members serving as lawmakers receive payment for meetings while the General Assembly is adjourned. Their payments come from General Assembly funds; other members’ payments come from Agency of Commerce and Community Development funds. The law does not specify payment amounts.

Police must report electric control device incidents

Beginning July 1, 2026, every Vermont law enforcement agency must report all electronic control device incidents to the Criminal Justice Council. Constables not employed by an agency must also report, using the Council’s required format. By November 15 each year, the Council must report to legislative committees on incidents from the previous 12 months. Its report covers compliance with standards, training and certification, and whether mental health collaboration has enough funding.

Vermont creates new international partnership program

Effective on passage, the law creates the Vermont Sister State Program for cultural, educational, and economic cooperation. The Agency of Commerce and Community Development sets minimum eligibility rules, verifies applications, and reviews them. A committee reviews eligible applications and can recommend approval. Each partnership needs the Governor’s approval and a written agreement; the Governor can also end partnerships. The committee reports annually to the Governor and specified legislative committees. The law sets no program funding amount or direct household payment.

Sister State application reviews stay confidential

The public cannot inspect or copy the Agency’s confidential internal reviews of Sister State Program applicants. This restriction also covers all documents the Agency reviews during that process.

Ireland trade commission faces spending limits

The law creates a nine-member Vermont–Ireland Trade Commission in the State Treasurer’s office to promote trade and investment. Beginning June 17, 2026, donated or otherwise raised Commission funds can pay only its administrative costs. Those costs exclude election activity, food or drinks at official meetings, and expenses unrelated to Commission administration. Members cannot receive service pay or expense reimbursement from the State or Commission fund. The Treasurer’s office must track itemized spending and report the account balance annually. Reports due each December 1 disclose activities, donors, in-kind contributions, and itemized administrative expenses. A review of accomplishments and finances is due December 1, 2029.
