More weatherization help for lower-income households

From January 1, 2027, through December 31, 2029, the designated energy entity, when also a retail electricity provider, can use available yearly and carried-forward thermal energy and process fuel funds to reduce fossil fuel use and emissions in heating or transportation. Programs can serve customers regardless of current fuel and cover geothermal test wells, panel or wiring upgrades, and health or building fixes needed for weatherization. At least 60% of funds must support weatherization and thermal efficiency; at least 60% of that share must support low- and low-to-moderate-income customers and projects needing those upgrades or fixes. The Public Utility Commission must approve three-year spending plans, and the provider must report yearly participation and customer surveys about incentives. These funds do not count toward separate energy transformation funding duties or project-cost calculations, and the law sets no total dollar amount.

Stricter energy plan reviews for communities

These requirements apply when regional or municipal planners seek an optional energy-compliance determination. Regional commissions must send draft plans to the Department of Public Service at least 60 days before the first public hearing. They must seek public feedback and submit adopted plans within 15 days, explaining compliance and summarizing hearing comments. Municipal plans must meet the enhanced energy planning standards before regional commissions can approve them. These rules do not provide a direct household payment.
