Wisconsin school boards must adopt policies by July 1, 2026, generally banning student use of wireless devices during instructional time. Covered devices include phones, tablets, laptops, and gaming devices that support communication between people. Policies must allow use for emergencies or perceived threats, health care, and teacher-approved educational purposes. They must also allow uses included in a student's individualized education program or Section 504 disability plan. Boards may add exceptions that help student learning or well-being. Policies may include penalties, including taking a student's device for the rest of the school day. The requirement also applies to first-class city school districts and boards. It does not automatically cover the commissioner or schools transferred to an opportunity school and partnership program. For those, the governing chapter or contract terms must expressly provide for coverage.
