West Virginia county school board members receive $260 per board meeting attended unless their board votes for a lower rate. Pay is limited to 40 board meetings per fiscal year, or $10,400 at the full rate. Members serving on multicounty vocational center administrative councils can receive the same rate for up to 12 council meetings. Those council meetings do not count toward the 40-meeting cap. Paid activities may include up to five meetings for levy elections, bond hearings, school closures, personnel matters, student expulsions, or disasters. Members can also be paid for up to two trainings. Members who default on required training without good cause lose meeting pay during the default. Completing the missing training within three months allows them to receive withheld pay without interest.
West Virginia county school board members can receive mileage reimbursement for official business without presenting receipts. Receipts remain required for other necessary travel expenses.
West Virginia county school board members elected after July 1, 2024, must complete orientation before taking board duties. Members who took office before July 1, 2025, and serve continuously are exempt from orientation. Elected members who miss orientation for good cause must finish makeup training within 30 days after being sworn in. Appointed members have 30 days after appointment. Beginning July 1, 2025, members must complete 12 hours of approved training each year. Members in their four-year term’s final year are exempt from annual training only when not seeking reelection. Training covers board duties, effective management, school finances, and school performance, including state rules and federal education laws. The State Board approves training and providers, and may exclude school-performance training from the 12-hour total while keeping that training practical. At the State Superintendent’s request, the State Board can require more training to help a member perform board duties. Missing required training without good cause counts as neglect of duty; State Board rules define good cause.
