West Virginia's Bureau for Medical Services must file its full Medicaid policy manual as a legislative rule by July 1, 2026. The filing goes to the Secretary of State under the state's Administrative Procedures Act. All later changes and additions must follow the same rule process. The Bureau can issue internal guidance or emergency procedures. Those lasting more than 180 days must enter the legislative-rule process and be filed as emergency rules. This law does not directly change household eligibility, benefits, or costs.
