Wyoming requires long-term power grid study

The Wyoming Energy Authority must complete a two-phase study of the state's power transmission system. Phase One models transmission needs under low-growth, moderate-growth, and high-demand scenarios for 2026–2046. It identifies power delivery limits, grid congestion, and gaps in transmission capacity. It also considers advanced transmission technology and electricity storage to meet those needs. Phase Two describes Wyoming public utilities' participation, if any, in regional transmission organizations, independent system operators, and real-time and extended day-ahead electricity markets. Phase One results are due to the Joint Corporations, Elections and Political Subdivisions Interim Committee by November 1, 2027. Phase Two results are due to that committee and the Joint Minerals, Business and Economic Development Interim Committee by September 1, 2028. The authority must create an advisory group with representatives of rural electric cooperatives, investor-owned utilities, and municipal utilities serving Wyoming. The group also includes the Wyoming Public Service Commission and the Office of Consumer Advocate. Throughout both phases, the authority must consult the group on methods, scenario assumptions, preliminary findings, and recommendations. The law took effect immediately upon becoming law. It provides no funding and does not directly change household bills or require new power lines.
