Reading checks and help for students
Starting July 1, 2026, schools check reading on a clear schedule. K–2 get a dyslexia screener each fall. K–3 get a universal screener three times a year. Grades 4–12 get a yearly screener if not at grade level, are new to the school, or are at risk. If a student shows trouble, the school gives diagnostic tests and starts an Individualized Reading Plan within 30 calendar days. Parents help make the plan and get progress updates every quarter. Districts use a three-tier support system, from whole-class teaching to intensive help, and they track progress.
Stronger reading instruction and teacher training
Starting July 1, 2026, each district must have a written language and literacy plan for K–12. The plan uses approved, high-quality materials and evidence-based teaching, with progress checks and family engagement. Schools may not rely only on the three-cueing method to teach decoding. District staff receive ongoing, job-embedded literacy training and coaching set by state rules.
Summer reading help in high-need districts
Starting July 1, 2026, any district where 60% or more of students are not at grade level in reading must offer extra help. It must run summer literacy camps or after-school supports for all grade 1–3 students who have an Individualized Reading Plan. Teaching follows each child's plan and adds hours beyond the regular school year.
Statewide K-12 literacy program and oversight
Beginning July 1, 2026, Wyoming runs a statewide K–12 language and literacy program. Local school boards must implement the program for all grades. The state superintendent sets approved screeners, diagnostics, materials, and training by rule and may create a literacy division to run and enforce the program. The law defines key terms, allows use of federal or other funds, and repeals the old literacy statute to use this new system.
District reading results posted each year
Starting July 1, 2026, districts must report reading data to the state by August 15 each year. Reports show the percent not at grade level, growth of the lowest 10% by grade, the materials and practices used, and staff qualifications. The Department posts these results on its website for families to see.
