Beginning July 1, 2026, Wyoming can make agreements with private providers to give written, driving, and skills tests and handle motor vehicle services. The transportation department can also create an optional partner program, with rules defining which services providers can offer. Required rules cover provider qualifications, certification, training, background checks, bonding, and agreement terms. They also cover compliance with state and federal law, including federal commercial driver testing rules, plus monitoring and audits. The department must set rules for fees, provider pay, and suspending or revoking services for rule or agreement violations. Designated enforcement employees can issue summonses for violations of the new law, and providers acting under it are not government entities. The law sets no specific household fee or new penalty amount and does not guarantee more service locations or lower costs.
