AN ACT REQUIRING MEDICAL EMERGENCY DRILLS AT CERTAIN CHILD CARE FACILITIES AND YOUTH CAMPS.

To require the Commissioner of Children and Families to conduct a study to evaluate the efficacy of the programs administered by the Department of Children and Families.

AN ACT CONCERNING THE DISPLAY OF LIGHTED LAMPS ON BICYCLES, ELECTRIC BICYCLES AND ELECTRIC SCOOTERS.

To require each bicycle, electric bicycle or electric scooter operated upon the public highway to display a lighted lamp upon the forward part of such bicycle, electric bicycle or electric scooter during certain times.

To establish the impaired driving enforcement and drug recognition training grant program and require that a certain portion of a cannabis-related tax be expended for the purposes of providing grants pursuant to said program.

To require the Commissioner of Emergency Services and Public Protection to conduct a study of the general statutes and regulations of Connecticut state agencies relating to fireworks to determine whether any revisions to such statutes or regulations are necessary and to submit a report concerning the results of such study.

AN ACT CONCERNING POSSESSION OF A FIREARM ON SCHOOL GROUNDS BY A CERTIFIED POLICE OFFICER.

To allow a peace officer to possess a firearm on school grounds regardless of whether such officer is engaged in the performance of the officer's official duties.

AN ACT CONCERNING OVERSIGHT OF MEDICAL CARE FOR PERSONS WHO ARE INCARCERATED AT THE DEPARTMENT OF CORRECTION.

To (1) require the Department of Correction to update its plan for medical care for persons who are incarcerated and report various information concerning medical care organized by correctional institution in an annual report, and (2) establish the position of Correction Medical Deputy Ombuds to oversee efforts to obtain Medicaid for eligible persons who are incarcerated prior to discharge from a correctional institution.

To require municipal approval before using a commercial warehouse for the housing or shelter of persons.

To require the Commissioner of Transportation to consider the carbon sequestration by trees and other vegetation along highways and determine if revisions to the guidelines governing tree and vegetation management by the Department of Transportation are necessary.

AN ACT CONCERNING THE PROVISION OF SURVIVOR'S BENEFITS AND HEALTH INSURANCE COVERAGE TO FAMILY MEMBERS OF CORRECTION OFFICERS, COURT SUPPORT SERVICES DIVISION INVESTIGATORS, CRIMINAL JUSTICE DIVISION INVESTIGATORS AND OFFICE OF THE CHIEF PUBLIC DEFENDER INVESTIGATORS KILLED IN THE LINE OF DUTY.

To provide survivor's benefits and health insurance coverage to the family members of correction officers, Court Support Services Division investigators, Criminal Justice Division investigators and Office of the Chief Public Defender investigators killed in the line of duty.

AN ACT AUTHORIZING THE DISCLOSURE OF AN OPEN INVESTIGATION OF ABUSE OR NEGLECT OR SEXUAL MISCONDUCT, INJURY OR RISK OF INJURY TO OR IMPAIRING THE MORALS OF A MINOR DURING THE HIRING PROCESS OF A SCHOOL EMPLOYEE.

To authorize a former employer to disclose to a hiring school district any open or pending investigation of abuse or neglect or sexual misconduct of an applicant for a position with such hiring school district.

AN ACT CONCERNING THE RETENTION OF SERVICE CONTRACT WORKERS.

To offer greater protections to certain service workers who are displaced or terminated when service contracts are terminated.

AN ACT CONCERNING REASONABLE ACCOMMODATIONS IN THE WORKPLACE FOR CONDITIONS RELATED TO MENOPAUSE.

To (1) require employers to provide reasonable accommodations in the workplace for conditions related to menopause, (2) require the Commission on Human Rights and Opportunities to develop a model workplace policy regarding reasonable accommodations for conditions related to menopause, and (3) require the Commission on Human Rights and Opportunities to develop education materials regarding conditions related to menopause.

AN ACT ESTABLISHING STANDARD OF REVIEW FOR TEACHER TERMINATION DECISIONS AND REQUIRING TERMINATION HEARINGS TO BE BEFORE A NEUTRAL ARBITRATOR.

To (1) establish a just cause standard for teacher termination decisions, (2) require teacher termination hearings be before a neutral arbitrator, and (3) make the decisions of such neutral arbitrator binding.

AN ACT CONCERNING GOVERNMENT OVERSIGHT OVER FRAUD AND WASTE AND ESTABLISHING THE OFFICE OF GOVERNMENT OVERSIGHT AND EFFICIENCY.

To establish a working group to uncover fraud and waste in state government, establish the Office of Government Oversight and Efficiency, require state agencies to notify affected parties of material and substantial changes in law, establish the Results-Based Accountability Working Group and require the involvement of additional committees and public officials for audit reports that have financial implications.

AN ACT CONCERNING PORTAL-TO-PORTAL WORKERS' COMPENSATION COVERAGE FOR PUBLIC WORKS DEPARTMENT EMPLOYEES.

To provide portal-to-portal workers' compensation coverage for employees of a public works department.

AN ACT CONCERNING BREASTFEEDING IN THE WORKPLACE, PRE AND POST-SHIFT HOURS AND ESTABLISHING A TASK FORCE TO STUDY WORKPLACE HEAT SAFETY STANDARDS.

To (1) align state and federal law regarding break times for the purpose of breastfeeding or expressing milk during the work day, (2) include security screenings required by an employer in the definition of "hours worked" for purposes of chapter 558 of the general statutes, and (3) establish a task force to study and provide recommendations for the establishment of heat safety standards in the workplace.

To clarify that persons employed at cannabis establishments are to be paid the minimum fair wage.

To amend the charter of the South Central Connection Regional Water Authority concerning the potential acquisition of a water company.

To (1) allow the Commissioner of Energy and Environmental Protection to adopt efficiency standards for certain new products if determined necessary by the commissioner, and (2) require the Connecticut Siting Council to consider future electric grid reliability needs when determining whether to approve certain facilities.

To require the Commissioner of Energy and Environmental Protection to establish an incentive program for end use customers who connect to a district heating system.

To require the Commissioner of Energy and Environmental Protection to conduct a study on the efficacy of the market for certificates issued by the New England Power Pool Generation Information System.

AN ACT CONCERNING THE WELL-BEING OF EMPLOYEES OF THE DEPARTMENT OF CORRECTION AND PERSONS WHO ARE INCARCERATED IN CORRECTIONAL INSTITUTIONS.

To institute various measures in correctional institutions concerning the reporting and investigation of sexual abuse incidents, including establishing a hotline for the reporting of such incidents, requiring additional training for correctional officers, modifying the crimes of sexual assault in the second and fourth degree, requiring the Department of Correction to submit additional legislative reports and penalizing Department of Correction employee failure to intervene or report sexual abuse, sexual assault or sexual contact.

AN ACT CONCERNING REVIEW OF DECISIONS BY THE CONNECTICUT STATE EMPLOYEES RETIREMENT COMMISSION BY THE SUPERIOR COURT AND AUTHORIZING APPEALS OF DECISIONS OF THE MEDICAL EXAMINING BOARD.

To (1) require the medical examining board to hold hearings to determine eligibility for disability retirement allowances, (2) authorize appeals from adverse decisions of the medical examining board concerning eligibility for disability retirement allowances, and (3) require that any review of a decision of the Connecticut State Employees Retirement Commission by the Superior Court be de novo.

To (1) restrict exploratory committees to not more than thirty days of operation, (2) cap the maximum contribution to exploratory committees at two hundred fifty dollars, (3) limit the total amount of contributions exploratory committees may receive to five thousand dollars apiece, and (4) provide that, if a candidate makes any statement that such candidate is exploring a run for a particular office, such statement triggers the requirement to convert an exploratory committee into a candidate committee.

To (1) (A) set aggregate contribution amounts under the Citizens' Election Program at their 2022 election cycle levels, and (B) eliminate any inflationary adjustment of such amounts after the conclusion of the 2026 election cycle, and (2) provide that by December fifteenth immediately following the conclusion of a four-year state officer election cycle, or a two-year state legislative election cycle, inflationary adjustments to the individual contribution limits under the Citizens' Election Program shall be made for the next such election cycle.
