§ 10204. Entry into force, eligible parties, and withdrawal. This Compact shall come into force when enacted by any 4 states. Thereafter, this Compact shall become effective as to any other state upon both (i) that state’s enactment of this Compact and (ii) the affirmative vote of a majority of the officials on the Compact Committee as provided in § 10209 of this title.73 Del.
