§ 1501. Purpose. The Pedestrian Council (“Council”) is established to assist in the goal of eliminating pedestrian fatalities and make walking a safe, convenient, efficient, and comfortable means of transportation in Delaware.84 Del. Laws, c. 58, § 1;
