L. 1978, p. 2220. The provisions of Code Sections 34-9-261 through 34-9-263, and any other provision of the amendment which created a substantive right, shall apply to any accident or injury occurring on or after July 1, 1978. In all other respects, including all procedural matters, the provisions shall apply to any action taken on or after July 1, 1978, without regard to the date of accident or injury.
