WILDLIFE CD-COMPENSATION
Amends the Wildlife Code. Provides that, if wild deer cause more than $500 in property damage on land in the State that is owned or leased by an Illinois resident, then the Department of Natural Resources shall compensate the Illinois resident for the actual property damages caused by the deer and incurred by the Illinois resident upon submittal by the Illinois resident of a claim in the form and manner prescribed by the Department by rule. Provides that a claim must be submitted within one year after the date that a claimant suffers damages and knows or has reason to know of the damages. Grants the Department rulemaking powers. Provides for a private cause of action in the Court of Claims if the Illinois resident has not been compensated within 180 days after submitting a claim in the form and manner prescribed by the Department.

WEATHER MODIFICATION ACT
Creates the Weather Modification Act. Provides that no form of weather modification is allowed in the State, including the seeding of clouds by plane or ground notwithstanding any other provision of law. TARIFF TRANSPARENCY ACT
Creates the Tariff Transparency Act. Provides that a retail establishment shall disclose the percentage or dollar amount of the retail price of a retail product that is attributable to tariffs. Sets forth requirements for the disclosure. Requires retail establishments and wholesale trade firms to maintain specified records. Provides that all retail establishments subject to the Act shall be subject to periodic audits. Provides that a violation of the Act is an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Sets forth provisions concerning exemptions; rulemaking; public notice; and a compliance schedule. Amends the Consumer Fraud and Deceptive Business Practices Act to make a conforming change. AGRIVOLTAIC SYSTEMS
Amends the Illinois Power Agency Act and the Public Utilities Act. Provides that "agrivoltaic system" means a ground-mounted photovoltaic solar energy system that meets the following criteria: (1) the applicable farm plan and the system have been intentionally designed with agricultural producers, agrivoltaics experts, or both agricultural producers and agrivoltaics experts; (2) the system is constructed, installed, and operated to achieve an integrated and simultaneous production of both solar energy and current or future marketable agricultural products, including all products and activities described in the definition of "production agriculture" in the Use Tax Act and apiaries if the apiary is paired with another qualifying marketable agricultural product, by an agricultural producer; (3) the agricultural production of the system occur on land beneath or between rows of solar panels; and (4) the agricultural production of the system begins as soon as agronomically feasible and optimal for the agricultural producer after the commercial operation date of the solar panels and continues until decommissioning. Provides that "agrivoltaic system" does not include a system that has a pollinator habitat as the sole dual use of the system.

Amends the Child Care Act of 1969. Provides that a licensed day care center may hire an individual who is in the process of completing the educational requirements set forth in administrative rules as an Interim Conditional Child Care Director for a period of 12 months. Requires the hired individual to provide documentation that shows that the individual is enrolled in courses that meet the requirements set forth in administrative rules. Provides that the individual shall be enrolled in an accredited college or university. RENEWABLE FUELS PROGRAM
Amends the Environmental Protection Act. Establishes the Renewable Fuels Infrastructure Program, administered by the Department of Agriculture. Allows grants to be awarded from the Renewable Fuels Infrastructure Fund, which is created as a special fund in the State treasury, for the installation of equipment for the storage and dispensing of fuels with higher blends of ethanol or biodiesel feedstock, according to the application and eligibility requirements established by rule by the Department of Agriculture. Requires the Comptroller and Treasurer to transfer, from June 1, 2026, to June 30, 2027, $3,000,000 each calendar quarter from the Underground Storage Tank Fund to the Renewable Fuels Infrastructure Fund. ESTATE TAX-SPECIAL USE
Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Makes changes concerning the taxes due under the Act on estates that contain qualified farm property. Provides that, for the purposes of calculating the State Death Tax Credit, those estates are subject to an exemption of $6,000,000 (rather than an exclusion amount of $4,000,000), which shall be deducted from the net estate value after the net estate value is computed in accordance with the Act. Provides that the exemption shall be adjusted each year according to the increase in the Consumer Price Index. Makes changes concerning the calculation of the deceased spousal unused exclusion amount for those estates. Provides for a special use valuation to provide that the value of the qualified farm property shall be calculated without regard to certain limitations under the Internal Revenue Code. Makes changes concerning the definition of "qualified heir". Effective January 1, 2027.

Amends the Rehabilitation of Persons with Disabilities Act. Requires direct service workers employed by the Department of Human Services, or an agency contracted with the Department, to provide services under the Home Services Program to complete at least 2 hours of dementia training at the start of their employment and annually thereafter. Requires the training to cover subjects concerning Alzheimer's disease and dementia, safety risks, and communication and behavior. Requires the Department to provide contractors with dementia training curriculum on the required subjects. Provides that any other laws or rules that impose more rigorous dementia training for direct service workers under the Home Services Program shall apply. Exempts from the training requirements direct service workers who provide proof that they obtained equivalent dementia training in compliance with another law or rule. For personal assistants covered by a collective bargaining agreement, requires the Department to establish, in consultation with the joint training committee created under the collective bargaining agreement, different parameters and specific topics for curriculum covering dementia training.

Provides that prior to entering a sentence, the court shall require the parties involved to consider participation in a restorative practice, such as a conference or circle as defined in the Code of Civil Procedure, to identify and repair harm to the extent possible, address trauma, reduce the likelihood of further harm, and strengthen community ties by focusing on the needs and obligations of all parties involved through a participatory process. Amends the Election Code. Provides that, beginning on January 1, 2028, a person convicted of a felony, or otherwise under sentence in a correctional institution, shall have his or her right to vote restored and shall be eligible to vote not later than 14 days following his or her conviction. Provides that a person who is serving a sentence in a correctional institution starting prior to January 1, 2027 shall have his or her right to vote restored not later than January 14, 2028. Provides that a person may not be denied the right to vote because of a past criminal conviction. Provides that each local election authority shall coordinate with the correctional institution, Illinois Department of Corrections, and other correctional agencies incarcerating eligible voters to facilitate voting by mail for those voters eligible to vote in that election jurisdiction who are incarcerated in the correctional institution. Provides that the Attorney General, any individual aggrieved by a violation of these provisions, any entity whose membership includes individuals aggrieved by a violation of these provisions, any entity whose mission would be frustrated by a violation of these provisions, or any entity that would expend resources in order to fulfill its mission as a result of a violation of these provisions may file an action in a court of competent jurisdiction. Provides that the Act is intended to benefit and protect the rights of individual voters and to provide a remedy for infringing on the rights granted under this Act. Amends the Re-Entering Citizens Civics Education Act. Changes the short title of the Act to the Reintegration and Civic Empowerment Act. Provides that the Department of Corrections shall conduct the civics peer education program each of the 3 sessions not less than twice a month at each correctional institution totaling not less than 6 sessions per month at each correctional institution. Provides that the civics peer education program and workshops must be made available to all committed persons regardless of the date they were first committed or the length of their sentence. Amends the Illinois Administrative Procedure Act and the Unified Code of Corrections to make conforming changes. Effective January 1, 2028.

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a business that ships or delivers goods that the business knows or should know are addressed to or intended for receipt by a minor shall, upon request, disclose to the minor's parent or guardian: (1) the name of the person who placed the order for the shipment or delivery; and (2) a general description of the contents of the shipment or delivery. Provides that the disclosure shall be made within a reasonable time after the request is received by the business. Provides that nothing requires a business to disclose information prohibited from disclosure under State or federal law. CD CORR-PRISONER GANG TATTOO
Amends the Unified Code of Corrections. Provides that the Director of Corrections shall establish a 5-year pilot program in 3 institutions or facilities of the Department of Corrections to permit a committed person who has a gang tattoo to have that tattoo removed by a physician, physician assistant, or registered nurse licensed in this State or by a person who has a certificate of registration issued by the Department of Public Health under the Tattoo and Body Piercing Establishment Registration Act to operate a tattoo and body piercing establishment. Provides that the institutions or facilities selected by the Director shall be provided with equipment and sanitary needs to accomplish the removal of the tattoos in a safe manner, including medical-grade cosmetic laser removal equipment. Provides that a committed person in a designated pilot institution or facility of the Department who has a gang tattoo may have that tattoo removed by an authorized person. Provides that a committed person may request training as a body artist. Establishes qualifications for that training. Provides that successful completion of the program qualifies the person as a body artist after completion of the committed person's sentence. Provides that, if the balance in the committed person's Residents' Benefit Fund is $500 or more, the moneys in the Fund shall be used to pay for the committed person's gang tattoo removal. Provides that if the balance in the committed person's Residents' Benefit Fund is less than $500, the committed person shall receive the tattoo removal free of charge. Provides that the Director shall establish reasonable costs to be charged to a committed person with at least a $500 balance in the committed person' Residents' Benefit Fund who has his or her gang tattoo removed. Defines "gang tattoo" and "tattoo".

Amends the Department of Human Services Act. In the definition of "material obstruction of an investigation", defines the term to mean the intentional failure to timely report an allegation to the hotline or the interference (rather than purposeful interference) with an investigation of physical abuse, sexual abuse, mental abuse, neglect, or financial exploitation for the purpose of obstructing an Office of the Inspector General investigation. Provides that such material obstruction may include, but is not limited to, delaying or withholding reports of allegations to the hotline for the purpose of obstructing an Office of the Inspector General investigation; the withholding or altering of documentation or recorded evidence when reporting an allegation to the hotline or during an investigation; influencing, threatening, or impeding a victim's, complainant's, or required reporter's report of an allegation to the hotline or witness testimony during an investigation; or presenting untruthful information to the hotline or during an investigatory interview. Provides that any employee who fails to cooperate with an Office of the Inspector General investigation may also result in a finding of material obstruction of an investigation. Expands the list of employee conduct during an investigation that is in violation of the Act, including the failure to timely report an incident of abuse or material obstruction of an investigation committed by another employee. Makes changes to the definition of "presenting untruthful information".

Creates the DNA Match Notification, Tracking, and Accountability Act. Provides that, no later than one year after the effective date of the Act, the Illinois State Police shall establish and maintain a statewide automated DNA match tracking system to solve cases. Provides that the Illinois State Police may (1) purchase a commercial off-the-shelf software system for tracking if the system meets all of the requirements and (2) apply for federal funding to establish and maintain the automated DNA match tracking system. Provides that the automated DNA match tracking system shall (1) be electronic and cloud-based; (2) receive DNA match notifications from all accredited crime laboratories; (3) automatically route notifications and reminders to designated receiving agencies; (4) record and time-stamp subsequent actions taken by receiving agencies and flag notifications for supervisory review upon missed deadlines or inactivity; (5) produce audit logs, compliance reports, and performance metrics; and (6) ensure data security consistent with applicable privacy and information security laws.

Amends the Animal Welfare Act. Provides that the definition of "dog dealer" does not include a person who sells dogs at retail to the public. Provides that a person who sells dogs at retail to the public, shall not be considered an animal shelter under the Act. Defines "at retail to the public". Requires a dog breeder to provide each dog in the dog breeder's facility with a primary enclosure that complies with certain requirements. Requires a dog breeder to provide all adult dogs in the dog breeder's facility with constant, unfettered access to an exercise area of sufficient size to ensure proper physical development, health, and socialization. Provides that the exercise area should, at a minimum, be at least twice the amount of space required for the primary enclosure. Provides that the Illinois Department of Agriculture may refuse to issue or renew or may suspend or revoke a license due to an individual operating without a proper license under the Act.

Provides that a person shall not use artificial intelligence while engaging in trade and commerce to communicate with a consumer in a manner that may mislead or deceive a reasonable consumer into believing that the consumer is engaging with a human, unless the consumer is notified in a clear and conspicuous manner that the consumer is not engaging with a human. Provides that a person shall not use artificial intelligence to sell or offer to sell goods or services unless the consumer is notified in a clear and conspicuous manner that artificial intelligence is being used to sell or offer to sell goods or services and the consumer is given an option to request more information regarding the specific use of the artificial intelligence. Provides that a business entity that uses artificial intelligence while engaging in trade and commerce to communicate with a consumer shall give the consumer the option to communicate with a human during the business entity's ordinary business hours. Provides that a violation of the provisions constitutes an unlawful practice within the meaning of the Act.

ELEC CD-AI ADVERT DISCLOSURE
Amends the Election Code. Provides that, if a person, committee, or other entity creates, originally publishes, or originally distributes a qualified political advertisement, the qualified political advertisement shall include, in a clear and conspicuous manner, a statement that the qualified political advertisement was generated in whole or substantially by artificial intelligence. Provides for exemptions from the requirement and for civil penalties, injunctive relief, attorney's fees, and costs for violations.

FORENSIC LAB COMMISSION-REPORT
Amends the Illinois State Police Law of the Civil Administrative Code of Illinois. Requires all State and local publicly funded ISO 17025 accredited forensic laboratory systems to report all complaints received alleging significant non-conformity with efficient delivery of forensic services and the sound practice of forensic science to the Illinois Forensic Science Commission within 30 days of becoming aware of the alleged significant non-conformity or deficient method. Specifies that the report of complaints alleging significant non-conformity or deficient method shall include the nature and extent of the non-conformity or deficient method alleged and whether any corrective actions were or will be implemented to address the alleged non-conformity or deficient method. Provides that all annual reports summarizing the forensic laboratory systems' significant non-conformities to the Illinois Forensic Science Commission shall include the information required to be reported under the amendatory Act.

CRIM PRO-PRETRIAL RELEASE
Amends the Code of Criminal Procedure of 1963. Provides that when a defendant released pretrial is charged with a felony or Class A misdemeanor that is alleged to have occurred during the defendant's pretrial release, the State may seek revocation of the defendant's pretrial release. Deletes provision that only permits revocation of the defendant's pretrial release if the defendant has previously been granted pretrial release for a felony or Class A misdemeanor rather than any offense and the defendant is charged with a felony or Class A misdemeanor that is alleged to have occurred during the defendant's pretrial release.

TRANSPORT NETWORK LABOR
Creates the Transportation Network Driver Labor Relations Act. Defines "transportation network driver" as an individual who operates a motor vehicle that: (i) is owned, leased, or otherwise authorized for use by the individual; (ii) is not a taxicab or for-hire public passenger vehicle; (iii) is used to provide transportation network company services; and (iv) operates under the license of a transportation network company. Provides that transportation network drivers have the right of self-organization, to form, join, or assist transportation network driver organizations, and to bargain collectively. Sets forth provisions concerning unfair work practices; the prevention of unfair work practices; the designation of bargaining representatives; administrative fees; bargaining, impasse resolution procedures, and final determinations by the Department of Labor; applicability of other labor standards; rulemaking; and public records. Amends the Freedom of Information Act and the Labor Dispute Act to make conforming changes. Effective immediately.

Amends the Illinois Municipal Code. Provides that the following information for a customer premises shall not be deemed customer-specific information for the purpose of a request for information from a municipality conducting an audit of a public utility: (i) the premises address and zip code; (ii) the classification of the premises as designated by the public utility, such as residential, commercial, or industrial; (iii) monthly usage information sufficient to calculate taxes due, in therms, kilowatts, minutes, or other such other unit of measurement used to calculate the taxes; (iv) the taxes actually assessed, collected, and remitted to the municipality; (v) the first date of service for the premises, if that date occurred within the period being audited; and (vi) any tax exemption claimed for the premises and any additional information that supports a specific tax exemption, if the municipality requests that information, including the customer name and other relevant data. Provides that a municipality may request certain customer-specific information from a utility for the purpose of conducting an audit of the utility's taxes and the enforcement of any related tax claim.

SNAP-RESTRICTED FOODS WAIVER
Amends the Administration Article of the Illinois Public Aid Code. Requires the Department of Human Services, as the lead State agency responsible for administering Supplemental Nutrition Assistance Program (SNAP) benefits to eligible Illinois residents, to submit a SNAP Food Restriction Waiver to the U.S. Department of Agriculture's Food and Nutrition Service to modify allowable purchases under the SNAP program by excluding from the definition of "eligible food" candy, prepared desserts, carbonated and noncarbonated soft drinks, certain fruit and vegetable juices containing 50% or less of natural fruit or vegetable, energy drinks, and other specified beverage mixes and concentrates. Provides that upon federal approval, the Department shall ensure that SNAP recipients are notified and informed of the SNAP Food Restriction Waiver, the specific food items and beverages restricted under the waiver, and the implementation date for the waiver. Requires the Department to also engage directly with SNAP-authorized retailers to prepare them to comply with the SNAP Food Restriction Waiver.

LANDLORD-TENANT FEES
Amends the Landlord and Tenant Act. Prohibits a real estate broker or rental agent who rents or leases residential real estate as an agent of the landowner, landlord, lessor, or sublessor from demanding or receiving any payment or fee from a tenant or prospective tenant for any services as agent for any action arising out of the leasing of a residential rental property. Prohibits a landowner, landlord, lessor, or sublessor from demanding or requiring that a tenant or prospective tenant retain, hire, or engage a real estate broker or rental agent and pay the real estate broker or agent a fee or commission as a condition to applying for or leasing a residential rental unit. Authorizes a person alleging a violation of the Act to bring a civil action against the person or entity that is alleged to have violated this Act. Authorizes a court to award to the plaintiff injunctive relief, monetary relief, attorney's fees, and costs.
