Expresses the belief that nursing, social work, professional counseling, marriage and family therapy, physical therapy, occupational therapy, speech-language pathology, audiology, physician assistant practice, public health, and education are professional disciplines that require advanced graduate education, professional licensure, and adherence to rigorous ethical and clinical standards. Lists the graduate degrees that should be considered professional degrees. States that any state agency, public university, or entity receiving state funds should take all necessary steps to avoid discrimination against individuals holding these graduate degrees in hiring, promotion, compensation, professional development funding, or other terms and conditions of employment based on any federal student loan classification. Urges the United States Department of Education to include all graduate degrees in nursing, social work, counseling, therapy, physical therapy, occupational therapy, speech-language pathology, audiology, physician assistant practice, public health, and education in its definition of "professional degrees" for federal student loan purposes. Urges the Illinois Congressional Delegation to advocate for legislation to ensure that graduate students in all health and human services professions have access to adequate federal student loan funding to complete their professional education. Urges the Director of the Department of Healthcare and Family Services to consult with nonprofit safety net hospitals, including those in Chicago Community Area No. 33 (Near South Side), and craft a report for the General Assembly in which the Director recommends policies and legislation to establish one or more programs to curb the price that manufacturers charge certain hospitals for certain medical devices.

Urges Illinois Health Information Management Association (ILHIMA) to form a working group to evaluate the following: (1) Patient identity challenges across care settings, including acute care, ambulatory, long-term care, public health, and others; (2) Data quality issues that impact matching accuracy, including data capture, standardization, and governance; (3) Operational, workflow, and policy factors influencing patient identification; (4) Interoperability and information exchange considerations; (5) Workforce, education, and best-practice gaps; and (6) Existing state and federal initiatives related to patient identity. Urges this working group to focus on drafting a comprehensive set of recommendations that include potential legislative suggestions designed to improve and expand on the aforementioned items for evaluation in relation to patient identity, data quality, privacy, and information governance. Requests the working group's findings and recommendations to be presented to the Illinois General Assembly to help inform legislative efforts aimed at better supporting the needs of ILHIMA and patients while ensuring patient safety, privacy, and data integrity.

REGIONAL STORMWATER COMMISSION

Creates the Regional Stormwater and Sewerage Equitable Solution Commission to study the problem of antiquated stormwater and sewerage systems in the area collectively referred to as "the region" and to suggest policy and legislative solutions. Requests that the Governor's Office of Management and Budget, following consultation with the Department of Commerce and Economic Opportunity, submit to the General Assembly a separate report detailing legislation and budgetary recommendations to offset the costs borne by residents, businesses, and governmental entities in "the region" as the result of the inequitable circumstances surrounding the antiquated stormwater and sewerage systems.

FARMLAND-DEVELOPMENT

States that it is of vital importance to protect Illinois farmland from irreversible conversion and fragmentation due to solar, industrial, and other large-scale developments. Affirms that farmland protection is consistent with and complementary to the goals of the Climate and Equitable Jobs Act and should be considered in clean-energy planning and implementation. Urges State agencies, local governments, and developers to prioritize renewable-energy and infrastructure projects on non-agricultural lands whenever practicable and to minimize impacts on prime farmland and farmland of statewide importance. Supports renewable-energy siting practices that protect soil health, drainage infrastructure, and long-term agricultural productivity, including appropriate decommissioning and land-restoration standards. Encourages transparent decision-making and meaningful community engagement to ensure that agricultural landowners and rural communities are protected from unintended long-term harm.
