Creates the Community College Economic Empowerment Act. Establishes qualifications for funding. Requires each community college district that receives additional funds to submit an annual report to the Board. Requires the Board to submit a compiled annual report to the General Assembly. Provides that implementation of the Act is subject to appropriation. Contains a severability clause. CREMATORY-CEMETERY REGULATION
Amends the Crematory Regulation Act. Authorizes the Comptroller to issue citations or fines, or both, to licensees. Requires a cemetery authority to implement (i) a standard operating procedure and provide a copy to all employees; and (ii) a medical waste management plan. Authorizes the Comptroller to impose a fine not to exceed $10,000 for each violation under the Act. Allows the Comptroller to refuse to issue a license or take disciplinary action if the applicant or licensee has failed to pay delinquent taxes or child support. Requires the Comptroller, upon revocation or suspension of a license, to notify the county coroner or medical examiner who is responsible for the area where the crematory is located to immediately make arrangements to take possession of bodies and cremated remains and arrange for final disposition of any decedents in the possession of the suspended licensee after consulting with the authorized agents for those bodies. Provides that if no authorized agent can be contacted, the county coroner or medical examiner shall take possession of bodies and cremated remains within 72 hours of notification from the Comptroller. Requires a crematory authority to perform a cremation no more than 60 days from the date the human remains have been delivered to it unless the crematory authority has received specific instructions to the contrary on its cremation authorization form. Requires the crematory authority to notify the Comptroller and the coroner or medical examiner in the county in which the death occurred as to why the cremation cannot be performed if it is not done within the 60-day period. Provides that pacemakers do not need to be removed in alkaline hydrolysis cremations. Requires that cremated remains must be stored in a place free from exposure to the elements and be responsibly maintained until disposal. Makes other changes. Amends the Cemetery Care Act. Provides that if a cemetery authority owning or operating a privately owned cemetery has accepted care funds and is considered abandoned or seeks dissolution, it allows, if no receiver is available, a circuit court to order a willing unit of local government to take over the cemetery. LUBRICANT RESPONSIBILITY ACT
Creates the Lubricant and Related Product Producer Responsibility Act. Requires a producer of covered products to register with a producer responsibility organization and notify the Illinois Environmental Protection Agency. Prohibits an unregistered producer from selling, offering for sale, importing, or distributing a covered product in the State. Sets forth various requirements for a producer responsibility organization and a producer responsibility plan. Lists duties of a lubricant service provider and requires the Agency to provide certain information to a producer responsibility organization. Lists financial duties of the producer responsibility organization and the Agency. Requires participant producers, through the producer responsibility organization, to pay certain costs. Creates the Lubricant and Related Product Producer Responsibility Fund in the State treasury. Requires the producer responsibility organization to reimburse certain lubricant service providers for specified costs. Sets forth requirements for records, audits, and reports related to the producer responsibility organization. Prohibits a retailer, dealer, producer, or distributor from selling, distributing, offering for sale, or importing a covered product in or into the State unless certain requirements are met. Sets forth penalties for violations of the Act. Requires deposit of penalties into the Lubricant and Related Product Producer Responsibility Fund. Provides for judicial review of administrative decisions and for enforcement of judgments. Limits liability for anticompetitive conduct. Sets timelines for implementation of various parts of the Act. Allows the Agency to adopt rules that are necessary to implement and administer the Act. Defines terms. Makes conforming changes to the State Finance Act.

Amends the Water Use Act of 1983. Provides that the Department of Agriculture shall consider water quantity in its procedures for restricting groundwater withdrawal under the Act and rules adopted under the Act. DHFS-MANAGED CARE PROTECTIONS
Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to adopt rules that require managed care organizations (MCOs) to utilize a universal provider application developed by a council for affordable quality healthcare, as defined, for the purpose of credentialing a health care professional or a health care provider who seeks to participate in an MCO's provider network. Provides that the rules may also require the use of a CAQH application for the renewal of credentials; and that the Department may revise the CAQH universal provider application or the application for renewal of credentials to conform to industry or national standards for credentialing health care professionals or health care providers. Provides that within 180 days after the adoption of rules, health and dental plan carriers must accept the universal provider application and the application for the renewal of credentials approved by the Department. Requires all MCOs to provide a provider network consultant to act as a liaison between a health care provider and the MCO. Require the Department to employ provider enrollment consultants to assist health care providers with enrollment in the Illinois Medicaid Program Advanced Cloud Technology system, help navigate the enrollment and provider credentialing process by serving as the liaison between health care providers and MCOs, and other matters. Amends the Illinois Insurance Code. In provisions concerning recoupments, requires a health care professional or health care provider to be provided a remittance advice that includes an explanation of a recoupment or offset taken by a managed care organization. Removes provisions permitting insurers contracted with the Department of Healthcare and Family Services to recoup or offset payments due to a federal Medicaid requirement. Provides that no contract between an MCO and health care professional or provider may provide for recoupments in violation of the Code. Effective January 1, 2027.

Amends the Hotel Operators' Occupation Tax Act. Imposes a tax upon hosting platforms that facilitate the renting, leasing, or letting of short-term rentals. Provides that the tax is imposed at the rate of 4% of 94% of the gross rental receipts received by the platform from the renting, leasing, or letting of short-term rentals in this State. Provides that the proceeds from the tax shall be deposited into the Community Land Trust Fund. Amends the State Finance Act to create the Community Land Trust Fund. Amends the Property Tax Code. Provides that property that is owned by a non-profit community land trust and that is used exclusively for the creation and maintenance of permanently affordable single-family or multifamily residences is exempt beginning with the taxable year in which the property is acquired by the community land trust and continuing through the taxable year in which the property is sold to a homeowner. Amends the Election Code. Provides that the amendatory Act may be referred to as the Voting Rights Act of 2026. Creates the Voting Rights Act of 2026 Article in the Code. Provides that a political subdivision, State agency, or any other government official or entity responsible for election administration shall not implement or enforce any election policy or practice or take any other action or fail to take any action that results in, is likely to result in, or is intended to result in disparate outcomes. MUNI WATER SYSTEM PURCHASE ACT
Creates the Municipal Water System Repurchase Act. Provides that a municipality may repurchase an investor-owned utility if the municipality finds that (1) the investor-owned utility is repeatedly non-compliant with the service quality standards mandated by the Illinois Commerce Commission; (2) water or wastewater service rates charged by the investor-owned utility have increased beyond the rate of inflation without corresponding improvements in service quality; or (3) a majority of the electorate in the municipality votes in favor of repurchase in a binding referendum. Provides that, if a municipality adopts an ordinance to repurchase an investor-owned utility, then the municipality shall provide written notice to (1) the investor-owned utility; (2) the Illinois Commerce Commission; and (3) all affected customers. Provides that a municipality may not repurchase an investor-owned utility unless (i)the municipality files a petition with the Illinois Commerce Commission and (ii) the Illinois Commerce Commission approves the petition. Provides that the Illinois Commerce Commission may approve the repurchase if it finds that (1) the municipality has complied with notice and hearing requirements; (2) the municipality used a reasonable method to determine the value of the investor-owned utility; (3) the repurchase of the investor-owned utility shall not cause unreasonable harm to customers or service continuity; and (4) the transition plan provides for uninterrupted utility service. Provides that, if the Illinois Commerce Commission approves a municipality's petition to repurchase an investor-owned utility, then the investor-owned utility shall transfer all facilities, records, and customer accounts to the municipality or its designated public entity. Provides that the purchase price for any system repurchased shall be determined by the fair market value of the system, including all physical assets and customer accounts, less depreciation, as determined by an independent valuation agreed upon by the parties or ordered by the Illinois Commerce Commission.

DEVELOPMENT ON CHURCH LAND ACT
Creates the Faith-Based Housing and Mixed-Use By-Right Act. Provides that a unit of local government shall permit multifamily developments and mixed-use developments as allowable by-right uses on faith-based land. Provides that a unit of local government may not require a proposed multifamily or mixed-use development on faith-based land to obtain any discretionary approval in order to permit the proposed use and development or allow for the minimum development standards and limitations established by the Act. Provides that the by-right entitlement under the Act applies whether or not the faith-based organization continues to operate an existing religious, educational, or community facility on the same parcel or adjacent parcel, and regardless of whether the housing is owned, leased, operated, or developed by the faith-based organization or by a partner acting under agreement with the faith-based organization. Provides that nothing in the Act affects the authority of a unit of local government to apply to a development authorized by this Act requirements that are (1) generally applicable to comparable developments within the jurisdiction; (2) objective and ascertainable on the face of the ordinance or code provision; and (3) related to public health and safety. Provides that a unit of local government shall approve an application for a multifamily or mixed-use development on faith-based land if the development satisfies the unit of local government's generally applicable, objective land development and building regulations as limited by the Act. Limits the concurrent use of home rule powers. Effective immediately.

Amends the Employee Blood Donation Leave Act. Provides that an employee who does not have available paid leave is entitled to take one hour of unpaid leave every 56 days to donate blood. Provides that the leave to serve as an organ donor is unpaid unless the employer has a policy allowing the leave to be paid or unless the employee has available paid leave. Provides that, if the employer does not have a policy providing paid leave and the employee does not have enough available paid leave to cover the absence, the employee is entitled to up to 10 days of unpaid leave in any 12-month period in order to serve as an organ donor. Amends the Unified Code of Corrections. Provides that: (1) if the person committed the offense while possessing a knife, 15 years shall be added to the term of imprisonment imposed by the court; (2) if, during the commission of the offense, the person used the knife, 20 years shall be added to the term of imprisonment imposed by the court; or (3) if, during the commission of the offense, the person personally used the knife that proximately caused great bodily harm, permanent disability, permanent disfigurement, or death to another person, 25 years or up to a term of natural life shall be added to the term of imprisonment imposed by the court. CONTROLLED SUBSTANCES-FENTANYL
Amends the Illinois Controlled Substances Act. Provides that in addition to any other penalties provided by law, a person unlawfully selling or dispensing any scheduled drug containing a detectable amount of fentanyl is guilty of a Class X felony and shall be sentenced to a term of imprisonment of not less than 9 years and not more than 40 years or fined not more than $250,000, or both. Provides that it shall be a Class 1 felony for which a fine not to exceed $100,000 may be imposed for any person to knowingly use an electronic communication device in the furtherance of controlled substance trafficking involving a substance containing any amount of fentanyl. Provides that this penalty shall be in addition to any other penalties imposed by law. Defines "electronic communication device".

Amends the Criminal Code of 2012 concerning child sexual abuse material. Provides that if the creator of the images or materials is a minor and the sole subject of the depiction, the minor is not subject to criminal penalties under the statute. Deletes provision that the charge of child sexual abuse material does not apply to the creator of a film, video, photograph, or other similar visual image or depiction in which the creator is the sole subject of the film, video, photograph, or other similar visual image or depiction. Effective immediately.

CRIM CD-HUMAN TRAFFICKING
Amends the Criminal Code of 2012. Increases by one class the penalties for trafficking in persons, involuntary servitude, and involuntary sexual servitude of a minor. Provides that if the penalty is a Class X felony, the person shall be sentenced to a term of imprisonment of not less than 9 years and not exceeding 45 years.

Amends the Illinois Vehicle Code. Provides that a person who operates a motorcycle without proper registration plates shall have the motorcycle seized and auctioned of to State or motorcycle programs to reduce the purchase of new motorcycles for any State or motorcycle program. Provides that any person who owns a business that profits from selling merchandise promoting illegal street racing shall be fined $500 for a first offense and, for a second offense, shall be charged with a Class 4 felony and, for a third offense, shall be charged with a Class 3 felony.

VEH CD-PASSING SCHOOL BUS
Amends the Illinois Vehicle Code. Provides that, for each violation of a provision of the Code or a local ordinance recorded by an automated traffic law enforcement system, the county or municipality having jurisdiction shall issue a written notice of the violation to the registered owner of the vehicle who shall be liable for the violation unless otherwise provided. Provides that the notice shall be delivered to the registered vehicle owner within 30 days after the municipality or county confirms the identity of the owner of the vehicle (rather than 30 days after the Secretary of State notifies the municipality or county of the identity of the owner of the vehicle), but in no event later than 90 days after the violation. Provides that there shall be a rebuttable presumption that a school bus was stopped for the purpose of receiving or discharging pupils and the visual signals were in operation on the school bus when recorded images produced by an automated traffic law enforcement system show: (1) an activated stop signal arm; and (2) an electronic indicator indicating activation of school bus visual signals. Provides that the motor vehicle owner is subject to a mandatory civil penalty of $300 (rather than a penalty not exceeding $150) for a first time violation or $1,000 (rather than a penalty not exceeding $500) for a second or subsequent violation. Provides that the compensation paid for an automated traffic law enforcement system may not be based exclusively on the number of traffic citations issued or the revenue generated by the system. Provides that the driver of a vehicle upon a highway divided by a raised median or physical barrier (rather than a highway having 4 or more lanes which permits at least 2 lanes of traffic to travel in opposite directions) need not stop such vehicle upon meeting a school bus which is stopped in the opposing roadway across the divided highway.

VEH CD-VOLUN FIREFIGHTER PLATE
Amends the Illinois Vehicle Code. Provides that permanent vehicle registration plates shall be issued, at no charge, to municipally owned, fire district owned, or Mutual Aid Box Alarm System (MABAS) owned vehicles operated by volunteer firefighters for any fire department, fire protection district, or MABAS. Requires the registration plates to display the designation "Volunteer Firefighter" and the specific fire department, fire district, fire unit, or MABAS division number or letter.

PEN CD-SERS-ALTERNATE ANNUITY
Amends the General Provisions and State Employee Articles of the Illinois Pension Code. Provides that the alternative retirement annuity under the State Employee Article applies to a security employee of the Department of Human Services subject to the Tier 2 provisions. Provides that a security employee of the Department of Human Services subject to the Tier 2 provisions may convert up to 8 years of service credit established before the effective date of the amendatory Act as a security employee of the Department of Human Services under the State Employee Article into eligible creditable service by filing a written election with the Board under that Article, accompanied by a specified payment. Excludes a benefit increase resulting from the amendatory Act from the definition of "new benefit increase". Effective immediately.

Amends the Illinois Pension Code. Provides that the Retirement Systems Reciprocal Act (Article 20 of the Code) is adopted and made a part of the Downstate Firefighter and Downstate Police Articles, but only with respect to a person who, on or after the effective date of the amendatory Act, is entitled under the Downstate Firefighter Article or Downstate Police Article to begin receiving a retirement annuity or survivor's annuity and who elects to proceed under the Retirement Systems Reciprocal Act. Amends the State Mandates Act to require implementation without reimbursement by the State.

PESTICIDE-NEONICOTINOIDS
Amends the Illinois Pesticide Act. Provides that, beginning July 1, 2027, a pesticide containing a neonicotinoid may not be used on an ornamental plant, except in accordance with specified restrictions. Specifies that "restricted use pesticide" includes any pesticide that contains a neonicotinoid unless applied by a licensed applicator or certified technician working in structural pest control. Defines "neonicotinoid", "ornamental plant", and "zoophilous species". Grants rulemaking powers to the Department of Agriculture, the Department of Public Health, and the Environmental Protection Agency. Effective immediately.

EPA-PFAS STANDARDS
Amends the Environmental Protection Act. Creates the PFAS Biosolids Testing and Land Application Standards Title within the Act. Provides that a facility that intends to land apply biosolids in the State must collect and analyze at least one representative sample of finished biosolids for PFAS before land application in each calendar year, with required submission to the Environmental Protection Agency at least 14 days before land application on a farm or parcel of land. Provides that, for biosolids designated as Exceptional Quality (EQ), sampling and submission must be quarterly. Sets conditions for land application pursuant to the results of the PFAS test based on PFAS concentration. Requires written notification to the landowner or person responsible for the land, and retention of records by the facility. Requires the Agency to propose and the Pollution Control Board to adopt rules. Contains findings. Defines terms. Effective immediately.

VEH CD-SPEED ASSISTANCE DEVICE
Amends the Illinois Vehicle Code. Provides that if a person who is convicted of violating a speed restriction is found to have driven a vehicle upon a highway at a speed greater than 100 miles per hour, the court shall order that the person have installed an intelligent speed assistance device in any motor vehicle owned or operated by the person for at least 12 months or for the duration of the license suspension or revocation, whichever is longer. Requires the person to provide proof of installation. Requires the person to request permission to remove the intelligent speed assistance device at the end of the mandated period of use. Provides that the cost of installing and maintaining an intelligent speed assistance device shall be incurred by the person subject to the requirement unless the court or the Secretary of State determines that the person is financially unable to afford the cost, in which case the cost may be waived. Requires the Secretary to create a list of approved intelligent speed assistance devices and a list of service providers that are qualified to install, service, inspect, and remove an approved intelligent speed assistance device. Prohibits a person from tampering with or circumventing an otherwise operable intelligent speed assistance device. Provides that violating the provisions, or assisting another person to violate the provisions, is a Class A misdemeanor. Requires the Secretary to submit a report every 24 months to the Governor and the General Assembly with information about the intelligent speed assistance device mandates. Creates the Indigent Intelligent Speed Assistance Device Fund. Sets forth exemptions for a person who is required to use an intelligent speed assistance device and must drive an employer-owned vehicle in the course of the person's employment duties. Makes a conforming change in the State Finance Act.
