Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Provides that, for persons dying on or after January 1, 2027, the State tax credit shall be calculated as though the decedent's federal taxable estate did not include the decedent's business interest in a manufacturing business located in this State. DRAINAGE CD-ELECT COMMISSIONER
Amends the Illinois Drainage Code. In provisions concerning the election of commissioners in drainage districts organized under the Farm Drainage Act and certain other districts, provides that an adult owner of property in a drainage district is entitled to one vote per acre or part of an acre within each parcel of land owned by the owner and located in the district. Provides that, if a parcel of land is owned by more than one adult owner, only one of the owners representing all of the owners may cast a ballot for that parcel. Provides that the votes represented by the ballot shall equal the number of acres or part of an acre shown on the face of the ballot. Provides that, by casting a ballot, the voter certifies that he or she is the owner of the land or, when the land is owned by multiple owners, the voter casting the ballot certifies that a majority of the owners have granted him or her the authority to cast the ballot on behalf of all the owners. Changes the time that the polls may be open. Provides that the commissioners acting as the judges of the election shall not be responsible for determining the ownership of any parcel of land and may rely upon the representations of the person presenting himself or herself as the owner of the parcel or the person authorized by a majority of the other owners of the parcel to cast the ballot on behalf of all the owners. Amends the Illinois Finance Authority Act. Makes changes concerning the fire truck revolving loan program, the fire station revolving loan program, and the ambulance revolving loan program. GROUNDWATER MANAGEMENT
Amends the Water Use Act of 1983. Provides that the findings concerning a proposed point of withdrawal's effects upon other users of water shall be published on a publicly available website. Provides that each District within any county in Illinois with a population in excess of 10,000 (rather than each district within any county in Illinois with a population in excess of 100,000 through which the Mackinaw River flows) is authorized to recommend to the Department of Agriculture restrictions on groundwater withdrawals. Provides that, if an onsite investigation discloses (1) that the point of withdrawal fails to furnish its normal supply of water, (2) that the failure is caused by a substantial lowering of the level of groundwater in the area, and (3) that the point of withdrawal and its equipment conform to the recommended guidelines of the District issued under subsection (b), the District shall (rather than may) recommend to the Department of Agriculture that the Department restrict the quantity of water that a person may extract from any high-capacity well within the District's boundaries. Provides that the restrictions may be lifted or modified as soon as justified by changed conditions (rather than shall be lifted as soon as justified by changed conditions). Provides that when a District determines that restriction of the withdrawal of water at a particular point within the District is necessary to preserve an adequate water supply for all residents in the District, the District shall (rather than may) recommend to the Department of Agriculture that the Department restrict the quantity of water that may be extracted from any point of withdrawal within the District which is a high-capacity well. Provides that, if the Department disagrees with the District's recommendation, the Department shall (rather than may) propose an alternate recommendation.

Amends the School Code. Requires every public elementary and high school to include in its curriculum the study of the contributions made by Latin Americans to the economic, cultural, social, and political development of the United States. Provides that the regional superintendent of schools shall monitor a school district's compliance with the requirement during the regional superintendent's annual compliance visit and make recommendations for improvement. AGING-IN-HOME SERVICES-RATES
Amends the Illinois Act on the Aging. Provides that, subject to federal approval, on and after January 1, 2027, rates for in-home services shall be increased to $33.92 to sustain a minimum wage of $20.75 per hour for direct service workers. Requires rates in subsequent State fiscal years to be no lower than the rates put into effect upon federal approval. Provides that in order for a provider of in-home services to be eligible to receive the $33.92 rate, the provider must pay a minimum wage of $20.75 per hour to all direct service workers employed by the provider. Requires providers of in-home services to certify to the Department on Aging that they remain in compliance with the mandated wage increase for direct service workers. Requires each provider of in-home services to submit cost reports to the Department consistent with a specified administrative rule in order to be eligible for the $33.92 rate for in-home services. Provides that fringe benefits shall not be reduced in relation to the described rate increases. Requires the Department, beginning January 1, 2027, to ensure that each in-home service provider spends a minimum of 79% of the total payments the provider receives for home care aide services it furnishes under the Community Care Program on total compensation for direct service workers who furnish those services. Requires annual direct service worker cost reports from providers; and requires the Department to amend existing rules on financial reporting and minimum direct service worker costs to reflect the increase in the direct service worker spending requirement from 77% to 79%.

Requires the Department of Healthcare and Family Services to conduct a statewide one-year pilot program that studies the prevalence of cholestatic liver disorders associated with increased risk of end-stage liver disease among women ages 35 through 64 who are recipients of medical assistance. Requires the Department to collect the following information on study participants: (1) key demographics such as age, genetic predispositions, pre-existing conditions, and lifestyle factors that elevate the risk of developing cholestatic liver disorders; (2) the number or percentage of study participants who, despite being identified as high-risk, do not follow through with referrals or treatment recommendations; (3) the number of study participants who avoid referral and follow-up care or engage in treatment avoidance; and (4) any other relevant information or issues identified by the Department. Requires the Department to compile a report on its findings at the end of the one-year study and include (i) recommendations on how to increase awareness of cholestatic liver disorders through screenings, genetic testing, and collaboration with patient advocacy groups to raise public awareness and (ii) an analysis of strategies and funding to increase screening and genetic testing for cholestatic liver disorders. Provides that the Department shall submit the report to the General Assembly no later than December 31, 2028. Effective immediately.

Amends the Counties Code and the Illinois Municipal Code. Provides that counties and municipalities shall, by ordinance or resolution, require the installation and maintenance of vehicle impact protection devices to be placed in front of residential care facilities, buildings in areas zoned as business and manufacturing districts, any buildings where storefront windows are within 2 feet of the ground, any outdoor dining area, and any day care center outdoor play areas if the building, outdoor dining area, or day care center outdoor play area has adjacent parking spaces that are perpendicular or angled toward the building or area, drive aisles that are perpendicular to the building or area, or both. Provides that the required vehicle impact protection devices must be designed to withstand a minimum impact resistance level of 5,000 pounds at 30 miles per hour, must measure a minimum height of 3 feet, and must be spaced 48 inches from inside edge to inside edge of the device. Limits the materials used to manufacture vehicle impact protection devices. Prohibits vehicle impact protection devices that restrict building access and do not meet the requirements of the Illinois Accessibility Code and all other applicable State and federal laws. Clarifies that these provisions do not apply to voluntarily installed vehicle impact protection devices that are not required by the amendatory Act. Limits the concurrent exercise of home rule powers. Defines terms.

Amends the Wildlife Code. Provides that, if wild deer cause more than $500 in property damage on land in the State that is owned or leased by an Illinois resident, then the Department of Natural Resources shall compensate the Illinois resident for the actual property damages caused by the deer and incurred by the Illinois resident upon submittal by the Illinois resident of a claim in the form and manner prescribed by the Department by rule. Provides that a claim must be submitted within one year after the date that a claimant suffers damages and knows or has reason to know of the damages. Grants the Department rulemaking powers. Provides for a private cause of action in the Court of Claims if the Illinois resident has not been compensated within 180 days after submitting a claim in the form and manner prescribed by the Department.

AGRIVOLTAIC SYSTEMS
Amends the Illinois Power Agency Act and the Public Utilities Act. Provides that "agrivoltaic system" means a ground-mounted photovoltaic solar energy system that meets the following criteria: (1) the applicable farm plan and the system have been intentionally designed with agricultural producers, agrivoltaics experts, or both agricultural producers and agrivoltaics experts; (2) the system is constructed, installed, and operated to achieve an integrated and simultaneous production of both solar energy and current or future marketable agricultural products, including all products and activities described in the definition of "production agriculture" in the Use Tax Act and apiaries if the apiary is paired with another qualifying marketable agricultural product, by an agricultural producer; (3) the agricultural production of the system occur on land beneath or between rows of solar panels; and (4) the agricultural production of the system begins as soon as agronomically feasible and optimal for the agricultural producer after the commercial operation date of the solar panels and continues until decommissioning. Provides that "agrivoltaic system" does not include a system that has a pollinator habitat as the sole dual use of the system.

Provides that a licensed day care center may hire an individual who is in the process of completing the educational requirements set forth in administrative rules as an Interim Conditional Child Care Director for a period of 12 months. Provides that the individual shall be enrolled in an accredited college or university. Amends the Illinois Insurance Code. Provides that a group or individual policy of accident and health insurance or a managed care plan that is amended, issued, delivered, or renewed on or after January 1, 2028 shall provide coverage for medically necessary epinephrine delivery systems. Removes language providing that "epinephrine injector" has the meaning set forth in the Epinephrine Injector Act. Provides that "epinephrine injector" includes an auto-injector approved by the United States Food and Drug Administration for the administration of epinephrine and a pre-filled syringe approved by the United States Food and Drug Administration and used for the administration of epinephrine that contains a pre-measured dose of epinephrine that is equivalent to the dosages used in an auto-injector. Includes epinephrine delivery systems in provisions concerning cost limitations for medically necessary epinephrine injectors.

Amends the Illinois Income Tax Act. Creates an income tax deduction for any amounts paid by the taxpayer's employer on behalf of the taxpayer as part of an educational assistance program. RENEWABLE FUELS PROGRAM
Amends the Environmental Protection Act. Establishes the Renewable Fuels Infrastructure Program, administered by the Department of Agriculture. Allows grants to be awarded from the Renewable Fuels Infrastructure Fund, which is created as a special fund in the State treasury, for the installation of equipment for the storage and dispensing of fuels with higher blends of ethanol or biodiesel feedstock, according to the application and eligibility requirements established by rule by the Department of Agriculture. Requires the Comptroller and Treasurer to transfer, from June 1, 2026, to June 30, 2027, $3,000,000 each calendar quarter from the Underground Storage Tank Fund to the Renewable Fuels Infrastructure Fund. Provides for eligibility for grant funding and eligible expenditures from the fund. Makes conforming changes to the State Finance Act. Effective immediately.

Amends the School Code. MENSTRUAL HEALTH-PAID LEAVE
Creates the Menstrual Health Workplace Equity Act. Provides that an employee who experiences a menstrual health condition may use up to 40 hours of paid leave per year that the employee is entitled to under the Paid Leave for All Workers Act for menstrual health reasons. Provides that, if the paid leave the employee is entitled to is insufficient to cover the employee's needs, the employee may request an additional 40 hours of paid menstrual leave per year or request a hybrid work option. Sets forth provisions concerning employer responsibilities and enforcement by the Department of Labor. Effective immediately.

ESTATE TAX-SPECIAL USE
Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Makes changes concerning the taxes due under the Act on estates that contain qualified farm property. Provides that, for the purposes of calculating the State Death Tax Credit, those estates are subject to an exemption of $6,000,000 (rather than an exclusion amount of $4,000,000), which shall be deducted from the net estate value after the net estate value is computed in accordance with the Act. Provides that the exemption shall be adjusted each year according to the increase in the Consumer Price Index. Makes changes concerning the calculation of the deceased spousal unused exclusion amount for those estates. Provides for a special use valuation to provide that the value of the qualified farm property shall be calculated without regard to certain limitations under the Internal Revenue Code. Makes changes concerning the definition of "qualified heir". Effective January 1, 2027.

DHS-DEMENTIA TRAINING
Amends the Rehabilitation of Persons with Disabilities Act. Requires direct service workers employed by the Department of Human Services, or an agency contracted with the Department, to provide services under the Home Services Program to complete at least 2 hours of dementia training at the start of their employment and annually thereafter. Requires the training to cover subjects concerning Alzheimer's disease and dementia, safety risks, and communication and behavior. Requires the Department to provide contractors with dementia training curriculum on the required subjects. Provides that any other laws or rules that impose more rigorous dementia training for direct service workers under the Home Services Program shall apply. Exempts from the training requirements direct service workers who provide proof that they obtained equivalent dementia training in compliance with another law or rule. For personal assistants covered by a collective bargaining agreement, requires the Department to establish, in consultation with the joint training committee created under the collective bargaining agreement, different parameters and specific topics for curriculum covering dementia training.

Amends the Juvenile Court Act of 1987. Provides that either the court or the State's Attorney, or both, (rather than the State's Attorney) or an entity designated by the State's Attorney, may establish community mediation programs designed to provide citizen participation in addressing juvenile delinquency. Provides that prior to entering a sentence, the court shall require the parties involved to consider participation in a restorative practice, such as a conference or circle as defined in the Code of Civil Procedure, to identify and repair harm to the extent possible, address trauma, reduce the likelihood of further harm, and strengthen community ties by focusing on the needs and obligations of all parties involved through a participatory process. Provides that participation in the process shall be voluntary by all parties, and any resulting agreement shall contain only reasonable and proportionate obligations. Provides that the agreement shall be recommended to the court as an alternative to sentencing.
