Amends the Illinois Municipal Code. Provides that, upon adoption of an enacting ordinance by a majority vote of the corporate authorities then holding office, a municipality with a population of more than 5,000 may exercise the powers and authorities provided to home rule units under Section 6 of Article VII of the Illinois Constitution. Amends the Environmental Protection Act. Provides that no person shall release or cause or organize the release of helium or lighter-than-air gas balloons into the air unless the balloons are (1) used by an institution of higher education or a governmental agency, or pursuant to a governmental contract, for bona fide scientific or meteorological purposes, (2) released indoors and remain indoors, or (3) used for the safe operation of a hot air balloon. Provides that persons who violate the amendatory Act's provisions shall be subject to a warning for a first violation, a civil penalty of $500 for a second violation, and a civil penalty of up to $1,000 for a third or subsequent violation, and that the release of 50 balloons or fewer at one time is a single offense.

INC TX-EMPLOYMENT DISABILITIES
Amends the Illinois Income Tax Act. Provides that a taxpayer who employs a person with a developmental disability or a severe mental illness, as certified by the Department of Human Services, during the taxable year is entitled to an income tax credit in an amount equal to 25% of the wages paid by the taxpayer to the person with a developmental disability or severe mental illness, but not to exceed $6,000 in wages paid during the taxable year to any single qualified employee. Amends the Property Tax Code. Provides that an applicant who receives the homestead exemption for persons with disabilities and who submits documentation by the examining provider that the applicant is totally and permanently disabled need not be reexamined to receive the exemption in a subsequent taxable year if (i) the applicant attaches the original documentation of total and permanent disability to his or her application in the subsequent taxable year, (ii) the exemption has not been deemed erroneous since the last application, and (iii) the claimant has not reported the claimant's ineligibility to receive the exemption.

CRIM CD-TRAVELING ANIMAL ACT
Amends the Criminal Code of 2012. Provides that a person commits unlawful use of a covered animal (rather than an elephant) in a traveling animal act when he or she knowingly allows for the participation of a covered animal (rather than an African elephant (Loxodonta africana) or Asian elephant (Elephas maximus) protected under the federal Endangered Species Act of 1973) in a traveling animal act. Provides that the provision does not apply to a performance of covered animals (rather than an exhibition of elephants) at a non-mobile, permanent institution, or other fixed facility, if the covered animal is not transported to such location for the purpose of such performance. Provides that unlawful use of a covered animal in a traveling animal act is a Class A misdemeanor. Provides that the provisions are in addition to, and not in lieu of, any other laws protecting animal welfare. Provides that the provision may not be construed to limit any State law or rules protecting the welfare of animals or to prevent a local governing body from adopting and enforcing its own animal welfare laws and regulations. Defines "covered animal" to mean: (1) elephantidae; (2) felidae, but excluding a domestic cat; (3) non-human primate; and (4) ursidae, or any of their hybrids. Contains a severability provision. Effective July 1, 2026.

CHARITABLE ORG BFY-PROBATE
Creates the Charitable Organization Beneficiary Act. Requires a holder of property in which a charitable organization that is exempt from taxation as a 501(c)(3) entity is a designated beneficiary in a nonprobate instrument (excluding wills or trusts) to notify each charitable organization within 30 business days that it may have a right to the property. Creates a process in which the charitable organization may request that it be given information about the property or that the property be delivered to the charitable organization or both. Provides duties and obligations of the holder of the property. Provides the holder of the property protection from liability for a good faith reliance on the information it receives from a designated beneficiary. Provides remedies against a holder of property for a failure or refusal to provide the requested information or transfer of property if the provisions of the Act are followed. Defines terms.

Amends the Business Enterprise for Minorities, Women, and Persons with Disabilities Act. Provides that the Business Enterprise Program shall (currently, may) establish uniform standards for calculating contract specific Business Enterprise Program goals for all State contracts and State construction contracts subject to the Act. Removes language providing that the dollar amount of certain contracts is defined by the Secretary of the Business Enterprise Council for Minorities, Women, and Persons with Disabilities and approved by the Council. Increases the amount paid into the Downstate Public Transportation Fund from 3/32 of 80% of the net revenue realized from the Retailers' Occupation Tax Act, the Service Occupation Tax Act, the Use Tax Act, and the Service Use Tax Act within any municipality or county located wholly within the boundaries of a participant to (i) 3/32 of 100% of that net revenue from July 1, 2025 through July 1, 2033 and (ii) 4/32 of 100% of that net revenue on and after July 1, 2033. Amends the State Fire Marshal Act. Provides that the Office of State Fire Marshal shall adopt amendments to the rules set forth in 41 Ill. Adm. Code 149.20 to adhere to the intent of the U.S. Coast Guard in its June 21, 2004 Federal Register notice, which described that permanently moored vessels (PMVs) are gaming, casino, or other vessels that are designed and constructed for use by gaming operations. Amends the Illinois Gambling Act. Provides that, if an applicant for an owners license or a host municipality has entered into a revenue-sharing agreement with one or more communities other than the host municipality, the parties to the agreement must file with the Illinois Gaming Board (i) a copy of the revenue-sharing agreement, (ii) a copy of all amendments or other modifications that are made to the revenue-sharing agreement, and (iii) proof of having provided notice to all communities that may be affected in any way by the amendments or modifications to the revenue-sharing agreement. Specifies that, in determining whether to grant or renew an owners license to an applicant, the Board shall consider, among other things, whether the applicant has complied with these requirements. Amends the Firearm Owners Identification Card Act. Provides that the Illinois State Police must deny the application or suspend or revoke a person's Firearm Owner's Identification Card upon receipt of a report from the Department of Human Services that an applicant or owner poses a clear and present danger. Requires the Department of Human Services to provide by rule for such a report. Makes similar changes if a law enforcement or school administrator notifies the Illinois State Police that a person poses a clear and present danger. Requires any information disclosed under the Act to be confidential. Prohibits the information from being redisclosed or used for any other purpose except as otherwise allowed by law. Provides that the identity of the reporting person may be disclosed only to the subject of the report if required by the Firearm Owner's Identification Card Review Board or a court as authorized under the Act. Requires that no later than January 1, 2026, the Firearm Owner's Identification Card Review Board must establish a process by which any person who is subject to the provisions of the Act can request expedited review from the Board. Requires that the Illinois State Police must provide the Board or any court with jurisdiction all records relevant to the request for relief. Allows the Illinois State Police and the individual seeking expedited relief to seek judicial review upon receipt of a final administrative decision under the Act. Provides that the Board, Illinois State Police, or employees and agents of the Board and Illinois State Police participating in the process under the Act may not be held liable for damages in any civil action arising from the alleged wrongful or improper granting, denying, renewing, revoking, suspending, or failing to grant, deny, renew, revoke, or suspend a Firearm Owner's Identification Card.

RISE COMMISSION
Amends the Illinois African-American Family Commission Act. Changes the short title of the Act to the RISE Commission Act. Creates the Commission on Reform and Investment for Systemic Equity (RISE Commission) as an independent commission housed for administrative purposes within the Department of Human Services or another agency as determined by the Governor. Dissolves the Illinois African-American Family Commission. Provides that the RISE Commission shall: oversee, track, and coordinate statewide investment strategies aligned with the Illinois Legislative Black Caucus pillars; administer grant programs and provide funding to community-based organizations, units of government, educational institutions, and health care providers focused on systemic equity; monitor and evaluate outcomes; advise the Governor and the General Assembly on best practices and gaps in equity investment; publish an annual equity investment report; and maintain a public data dashboard. Sets forth the members, terms, structure, Executive Director appointment, and staffing of the RISE Commission. Provides that the General Assembly shall appropriate at least $2,000,000 annually to support the operations and grantmaking functions of the RISE Commission. Allows the RISE Commission to receive and expend funds from federal and private sources. Requires the RISE Commission to: maintain a publicly accessible database of all projects and grants funded under its purview; submit an annual report to the General Assembly and the Governor on the allocation, use, and impact of funds; conduct an equity audit every 2 years; and develop an annual community investment scorecard rating agency performance. Repeals a provision regarding oversight of the RISE Commission. Makes conforming changes in the Violence Prevention Task Force Act, the Commission on Children and Youth Act, the Commission to Study Disproportionate Justice Impact Act, the Racial and Ethnic Impact Research Task Force Act, and the Commission on Equity and Inclusion Act. Effective immediately.

Amends the Video Gaming Act. Provides that the provisions setting forth the current tax on net terminal income are inoperative on July 1, 2025. Provides that, beginning July 1, 2025, a tax of 45% is imposed on net terminal income and shall be collected by the Illinois Gaming Board, and that of the tax collected 66.67% shall be deposited into the Capital Projects Funds, 11.11% shall be deposited into the Local Government Video Gaming Distributive Fund, 21.11% shall be deposited into the General Revenue Fund, and 1.11% shall be deposited into the State Gaming Fund which shall be transferred to the Department of Human Services' fund for the administration of programs for the treatment of compulsive gambling. Creates the Rogue Component Installation Prevention Act. Provides that, on and after the effective date of the Act, no public utility, unit of local government, or school district shall install components manufactured by a foreign country of concern on a renewable energy device in the State. Requires every distributor, manufacturer, or seller of a renewable energy device in the State to report the characteristic contents of any component installed on the renewable energy device, including the date of manufacture, the country of origin, and the location of the company that manufactured the component, to the United States Department of Homeland Security, the United States Department of Energy, the Illinois Power Agency, the Illinois Emergency Management Agency, and the Illinois State Police. Defines terms.

Amends the Unified Code of Corrections. Provides that notwithstanding any prior exclusion, any person incarcerated under an indeterminate sentence on the effective date of the amendatory Act whose minimum term was 20 years or more as of February 1, 1978, may elect to be resentenced under the 1978 determinate sentencing law. Provides that the election must be made in writing to the Department of Corrections, which shall inform all eligible persons within 60 days after the effective date of the amendatory Act. Provides that the Department of Corrections shall provide all necessary forms and assistance to eligible persons. Provides that upon election, the person's indeterminate sentence shall be converted to a determinate sentence consistent with the 1978 sentencing structure and the offense for which the person was convicted. Provides that time served shall be applied retroactively, and the person shall be credited with all sentence credits and earned time applicable under the law in effect since the date of original commitment. Provides that any person whose recalculated determinate sentence has been fully served shall be immediately released to a mandatory supervised release term under the terms applicable to the offense class and sentence length at the time of original sentencing. Provides that the Prisoner Review Board shall schedule hearings for eligible persons who elect the option within 180 days after receiving their request. Provides that thereafter, continued review shall occur no less frequently than every 12 months, unless earlier action is deemed by the Board to be appropriate. Provides that nothing in the provision shall be construed to require parole or mandatory supervised release for any person who does not elect the option, or who is otherwise ineligible. Effective immediately.

Provides that a cause of action against a therapist or unlicensed health professional for abuse exists for a client or former client for injury caused by the abuse by the therapist or unlicensed health professional, if the abuse occurred: (1) during the period the client was receiving therapy from the therapist or health services from the unlicensed health professional or (2) within 2 years after the period the client received therapy from the therapist or health services from the unlicensed health professional. Provides that the consent of the client or former client is not a defense to a cause of action under this provision. Provides that a person is deemed incapable of consent when he or she is a person who is in a therapeutic relationship or has been in a therapeutic relationship within the previous 2 years with the therapist. Provides that a therapist must report any observed or suspected therapist abuse to the Department of Financial and Professional Regulation and to a local law enforcement agency. Provides that failure to report the abuse is subject to the criminal penalties provided in the Criminal Code of 2012 and disciplinary action by the Department of Financial and Professional Regulation. Makes other changes. Defines terms. Amends the Criminal Code of 2012 to make conforming changes.

HOMEOWNERS INSURANCE RATES
Amends the Illinois Insurance Code. Provides that no insurance company that is authorized to do business in the State and that issues policies for personal multiperil property coverage, commonly known as homeowners insurance, shall use premiums collected from policyholders for executive employee compensation and bonuses, including, but not limited to, Chief Executive Officer stock buy-backs; any marketing materials, including, but not limited to, any print, radio, television, electronic, or digital advertisements; costs associated with lobbying; and contributions to State candidates for elected office, federal candidates for elected office, or political committees. Provides that, if an insurer that sells homeowner insurance policies in the State cancels or refuses to renew a policyholder's insurance policy or if, upon renewal, a policyholder's premium will increase by 10% or more, the insurer shall automatically provide a written notice to the policyholder disclosing the causes of any policy cancellation, non-renewal, or premium increase. Sets forth requirements for the content of the required notice. Provides that an insurer shall, within a reasonable time after providing notice to a policyholder, file electronically with the Department of Insurance a copy of the notice and any supporting documentation provided to the policyholder. Provides that, on or before July 1, 2026, the Department of Commerce and Economic Opportunity shall establish a homeowners and renters insurance affordability assistance pilot program. Sets forth criteria for participating in the pilot program. Repeals the provisions concerning the pilot program on July 1, 2030.

UNMASKED FEDERAL ENFORCEMENT
Creates the Unmasked Federal Enforcement Transparency Act. Provides that an officer, agent, employee, or contractor of the U.S. Immigration and Customs Enforcement, Enforcement and Removal Operations, Homeland Security Investigations, or any other component of the U.S. Department of Homeland Security engaged in immigration-related arrests, detentions, or field investigations in Illinois shall not wear a face covering or otherwise intentionally conceal the officer's or agent's face or identity while conducting or participating in an enforcement action in the State. Provides that a temporary face covering may be used only when the supervising officer documents, in writing, an immediate and specific safety threat that cannot be mitigated by other means. Provides that during an enforcement action, a covered federal officer or agent shall display: (1) a clearly visible name or unique identification number; and (2) a clearly visible insignia or marking identifying the officer's federal agency. Provides that use of unmarked uniforms or equipment that obscures agency affiliation is prohibited during public-facing enforcement activity. Provides that no State agency, unit of local government, or law enforcement officer shall materially assist, coordinate with, or provide resources to any enforcement action that violates these provisions. Provides that the Attorney General may receive and investigate complaints of violations of the Act, may issue subpoenas, and may bring a civil action for declaratory or injunctive relief in any court of competent jurisdiction. Provides that no employee or contractor of a State or local governmental entity shall be retaliated against for reporting a violation of the Act to the Attorney General. Preempts home rule. Defines terms. Contains a severability provision. Effective immediately.

ENERGY PRODUCTION ZONES ACT
Creates the Energy Production Zones Act. Defines terms. Provides that a project owner is not required to obtain a permit or any other land use or zoning approval from a local authority for the construction of an electric generation facility if: (1) the Illinois Commerce Commission grants the project owner a certificate under the Public Utilities Act for the construction, the Commission declines jurisdiction over the construction under the Public Utilities Act, or the electric generation facility files notice with the Commission to not use a certificate under the Public Utilities Act; (2) the electric generating facility will be located on a premise of land that is an energy production zone; and (3) the project owner complies with other provisions of the Act. Provides that no later than 270 days before beginning construction, a project owner shall provide notice of the construction to the local authority with planning authority for the premise of land on which the construction will occur. Sets forth requirements for the content of the notice. Provides that, no later than 60 days after a project owner's provision of notice, the project owner shall hold a public hearing in the unit of local government in which the electric generation facility will be located, during which the project owner shall provide information to the public and receive public comment regarding the electric generation facility and the construction of the electric generation facility. Makes other changes. Effective immediately.

HOME UTILITY RELIEF ACT
Creates the Home Utility Relief Act. Requires the Department of Commerce and Economic Opportunity to create, as soon as practicable, a Home Utility Rebate Program to provide rebates to households that use electricity and that have a median household income between 100% and 500% of the poverty guidelines updated periodically in the Federal Register by the U.S. Department of Health and Human Services. Provides that eligible households shall receive the rebates as soon as practicable after implementation of the program. Requires the Department to, by rule, establish qualifications for program participation which may include requirements that apply under the Energy Assistance Act and other requirements. Provides that rebates provided under the program shall be funded through appropriations made from the Home Utility Rebate Relief Fund created under the Act. Requires the State Comptroller to direct and the State Treasurer to transfer $500,000,000 from the General Revenue Fund to the Home Utility Rebate Relief Fund to provide rebates to qualifying households for State fiscal years 2026 and 2027. Provides that any funds left over at the end of the second month following the conclusion of payments to households in a fiscal year may be awarded to certain qualifying first-time small business owners as determined by the Department. Requires the Department to adopt emergency rules in accordance with the Illinois Administrative Procedure Act to implement the program. Amends the State Finance Act to include the Home Utility Rebate Relief Fund as a special fund. Effective immediately.

Amends the Department of Agriculture Law of the Civil Administrative Code of Illinois. Requires the Department of Agriculture to establish an online portal on the Department's website with links to certain federal and State agencies for the purposes of, among other things, providing assistance to users in navigating regulations, avoiding punitive enforcement actions, collaborating with experts, and obtaining information regarding funding opportunities.
