PROP TX-VETERANS W/DISABILITY
Amends the Property Tax Code. In provisions concerning the homestead exemption for veterans with disabilities and veterans of World War II, provides that, if the veteran has a service-connected disability of 50% or more, then the first $250,000 in equalized assessed value of the property is exempt from taxation under the Code (currently, if the veteran has a service-connected disability of 50% or more but less than 70%, the annual exemption is $5,000, and, if the veteran has a service-connected disability of 70% or more, then the first $250,000 in equalized assessed value of the property is exempt). DEPT MILITARY AFF-JEEP PGRAM
Amends the Military Code of Illinois. Provides that the Department of Military Affairs has the authority to make grants from the Military Affairs Trust Fund for the purpose of incentivizing recruitment into the Illinois National Guard. Provides that the Joint Enlistment Enhancement Program (JEEP) is established for the purpose of increasing recruitment through peer-to-peer referrals, fostering esprit de corps, and promoting cross-component cooperation between the Illinois Army National Guard and the Illinois Air National Guard. Permits the Department to provide grants under the JEEP program to current members of the Illinois National Guard who are not assigned as recruiters, are in good standing, and serve as JEEP lead generators by supporting or facilitating the enlistment or accession of soldiers or airmen into the Illinois National Guard. Requires the State Treasurer to accept and deposit into the Military Affairs Trust Fund all gifts, grants, transfers, appropriations, and other funds from any lawful public or private source that are designated for deposit into the Fund. Requires the Department to establish eligibility criteria, grant conditions, and administrative requirements for the JEEP program by rule.

ILLINOIS GRAPE AND WINE ACT
Creates the Illinois Grape and Wine Industry Act. Provides that an annual appropriation equal to $0.50 per gallon of wine reported and paid by wine manufacturers in the State under the excise tax rate set forth by law shall be directed to the Illinois Grape Growers and Vintners Alliance. DUI TREATMENT COURT ACT
Creates the DUI Treatment Court Act. Provides that the Chief Judge of each judicial circuit may establish a DUI court program in compliance with the Problem-Solving Court Standards. Provides that, at the discretion of the Chief Judge, the DUI court program may be operated in one or more counties of the circuit. Allows defendants from all counties within the circuit to participate. Provides that DUI court programs must be certified by the Illinois Supreme Court. Provides that persons who committed specified offenses are excluded from the DUI court program. Provides that a judge assigned to preside over a DUI treatment court shall have experience, training, and continuing education in specified topics. Provides, subject to appropriation, for mandatory education seminars for DUI court prosecutors and public defenders. Provides that a defendant may be admitted into a DUI court program upon the consent of the defendant and with the approval of the court only if the person has been charged with driving under the influence or aggravated driving under the influence. Provides that, subject to certain limitations, the court may vacate or successfully terminate the participant's sentence or otherwise discharge the participant from any further proceedings upon successful completion of the terms and conditions of the program.

PUBLIC ATTORNEY ASSISTANCE
Amends the Public Interest Attorney Assistance Act. Allows a solo practitioner in or employed by a private practice in a county with 20 or fewer attorneys in private practice to be considered a "public interest attorney" who may apply for loan repayment assistance under the Public Interest Attorney Loan Repayment Assistance Program. Allows a graduate of a law school located in the State who is a licensed attorney in another state in good standing to be eligible for assistance. Adds as an eligibility requirement that an applicant must not have earned more than $120,000 from the practice of law in the prior 12 months. Raises the maximum amount of assistance to $10,000 (rather than $6,000) per year and $50,000 (rather than $30,000) during a program participant's career. Makes other changes.

Amends the Illinois Human Rights Act. Provides that in the Articles governing employment, financial credit, and public accommodations it is a civil rights violation to use criteria or methods including practices, policies, and groups of practices or policies that has the effect of subjecting individuals to discrimination prohibited under the Act. Changes the definition of "unlawful discrimination" to mean discrimination against a person, whether by purpose or effect, because of his or her actual or perceived: race, color, religion, national origin, ancestry, age, sex, marital status, order of protection status, disability, military status, sexual orientation, pregnancy, reproductive health decisions, or unfavorable discharge from military service as those terms are defined in the Act.

SOLAR ENERGY CHECKOFF PROGRAM
Creates the Solar Energy Reliability and Affordability Checkoff Program Act. Sets forth findings. Defines terms. Creates the Solar Energy Reliability and Affordability Fund. Provides that the Fund may receive deposits of moneys collected by the Department of Agriculture under provisions of the Act concerning the collection of solar energy fees. Creates the Solar Energy Reliability and Affordability Board appointed by the Governor to administer and manage the Fund. Sets forth membership requirements of the Board. Provides that the Board shall ensure that assessments collected under the Act are used for the creation and publication of research, communication, marketing, and education programs that promote accurate information related to, emphasize the clean energy benefits and affordability of, and promote the adoption of solar energy systems and energy storage systems, which may include the funding of third-party organizations for these purposes and any related activities to carry out the programs as proposed by the Board. Requires each owner, operator, or developer of a solar energy system to pay a 2 cents per watt assessment on all solar energy systems sold for installation within the State to the Department of Agriculture. Provides that assessments are payable directly to the Board and shall be paid when a commercial renewable energy facility owner enters into an agricultural impact mitigation agreement as required under the Renewable Energy Facilities Agricultural Impact Mitigation Act. Requires the Board to publish an annual financial and activities report. Amends the State Finance Act to create the Solar Energy Reliability and Affordability Fund as a special fund in the State treasury. Effective immediately.

INS-LUNG CANCER SCREENING
Amends the Illinois Insurance Code. Provides that no policy of accident and health insurance shall be issued, amended, delivered, or renewed in this State on or after January 1, 2027 unless the policy provides coverage for annual lung cancer screenings for any beneficiary currently employed as an active firefighter or any person eligible for or currently receiving a retirement annuity, retirement pension, disability pension, or disability benefit pursuant to the Downstate Firefighter or Chicago Firefighter Article of the Illinois Pension Code. Requires the coverage to be provided without cost sharing. Amends the Counties Code, the Township Code, the Illinois Municipal Code, and the Illinois Public Aid Code to require coverage under the provisions of those Acts.

Establishes within the State Board of Education the shortage differential salary incentive program to support licensed teachers who provide instruction in special education and hard-to-staff locations. Sets forth the various shortage differential grants under the program based on specified criteria. Provides that teachers who receive an annual shortage differential grant for being assigned to a position in a hard-to-staff location shall be assigned to a position in: (1) a complex area identified as a hard-to-staff location by a school district; (2) a complex area whose rate of teachers who have completed a State-approved educator preparation program has been below this State's average rate of teachers who have completed a State-approved educator preparation program for the last 3 years; (3) a geographically isolated complex area; or (4) a complex area whose combined number of vacant teaching positions and emergency hires was higher than 10% in the 2024-2025 and 2025-2026 school years.

Creates the Global Hospital Budget Authority Act. Defines terms. Established the Global Hospital Budget Authority as a Division of the Department of Public Health. Provides that the powers and duties of the Authority shall be vested in and exercised by the Global Hospital Budget Board, which shall have the sole power to employ staff, including an executive director, legal counsel, consultants, or any other staff deemed necessary by the Board to effectuate the purposes of the Act. Provides that individuals employed by the Board shall not be employees of the State for any purpose, including for purposes of compensation, pension benefits, or retirement. Sets forth provisions concerning membership requirements; powers and duties of the Board; roles of participating payers; roles of participant hospitals; data collection and retention; confidentiality of data, contracts, and agreements; and the Global Hospital Budget Fund. Amends the Hospital Licensing Act. Provides that, in reviewing and issuing permits and licenses, the Department shall accept, as factors that satisfy staffing and service-line presence requirements, one or a combination of the following alternative mechanisms if the Department finds that patient safety and continuity of care are maintained: (i) on-site staffing by appropriately licensed clinicians; (ii) written and operative affiliation agreements meeting standards adopted by the Department that provide timely specialty coverage; (iii) documented telemedicine coverage that meets certain standards; or (iv) a waiver issued under certain provisions for a rural or critical access hospital. In provisions concerning requirements for the employment of physicians, provides that employing entities may employ physicians to practice medicine in all of its branches if employment, privileging, and oversight requirements are met. Amends the Illinois Health Facilities Planning Act. Makes changes in provisions concerning definitions; certificates of exemption for change of ownership of a health care facility; applications for permit for discontinuation of a health care facility or category of service; and the powers and duties of State Board. Amends the State Finance Act to make a conforming change.

Amends the Digital Assets and Consumer Protection Act. Makes changes to defined terms. Provides that the Act does not apply to a person whose digital financial asset business activity with, or on behalf of, residents is reasonably expected to be valued, in the aggregate, on an annual basis at $5,000,000 or less, measured by the United States dollar equivalent of digital financial assets. Requires the Department of Financial and Professional Regulation to approve, conditionally approve, or deny any license application within 120 days after receipt of a completed application. Provides that, beginning January 1, 2029, it is unlawful for any person to sell, offer for sale, use, or distribute within this State any corn, soybean, or wheat seed coated or treated with a pesticide containing neonicotinoids, unless a valid waiver is issued by the Department of Agriculture. Lists requirements for the waiver. Directs the Department of Agriculture to adopt rules and annually report to the General Assembly regarding the waivers. Provides for civil penalties for violations (but not other penalties under the Act). Directs the Department of Natural Resources and the Department of Agriculture, in consultation with the University of Illinois, to conduct a study regarding alternatives to the use of pesticides containing specified ingredients to be submitted on or before January 1, 2029.

PRESCRIBED BURN CLAIM PROGRAM
Amends the Illinois Prescribed Burning Act. Requires the Department of Natural Resources, after consulting with the Illinois Prescribed Fire Council and the Department of Insurance, to adopt rules establishing a Prescribed Burn Liability Claims Pilot Program for the purpose of providing, for a period of 6 years after the effective date of the amendatory Act, coverage for losses incurred by eligible persons as a result of prescribed burns conducted in accordance with the Act by certified prescribed burn managers. Sets forth programmatic requirements for the pilot program. Creates the Prescribed Burn Liability Claims Fund. Allows the Department to impose and collect specified premiums and fees to implement and administer the Act and to maintain the solvency of the Fund. Provides that moneys in the Fund shall be expended by the Department for purposes of the Prescribed Burn Liability Claims Pilot Program and its administration and for no other purpose. Allows the Department to contract with any entity to serve as the third-party administrator of the program and to assist in administering the Fund. Provides that the provisions of the amendatory Act shall not be construed to limit the liability of a person who is enrolled in the pilot program for damages in excess of the cap established by the Department by rule. Further provides that the provisions of the amendatory Act shall not be construed to impose liability on the State for any payment of any claim beyond the amount of moneys available in the Fund. Requires the Department to adopt rules. Defines terms. Amends the State Finance Act to make a conforming change. Effective immediately.

Provides that when any notice is required by law, court order, or by any contract, to be published in a newspaper, it is considered to be in compliance with the publication requirements if published in an online news media or digital news media platform as long as the media or platform serves the locale in which the notice is required to be published. "Online news media" or "digital news platform" means any website or digital platform that is regularly updated with content at least 5 days per week, has maintained this frequency of publication for no less than one year, and serves the geographic area relevant to the notice. Allows the board of trustees of a community college district to establish and offer a baccalaureate degree program and confer a bachelor's degree if specified conditions are met. Sets forth the application requirements. Prohibits a community college district from using semester credit hours generated in a baccalaureate degree program for certain grants. Requires a community college district that offers a baccalaureate degree program to submit an annual report to the Illinois Community College Board. Amends the Courses of Study Article of the School Code. Provides that instruction in safety education shall include the risks of firearm ownership and usage for students enrolled in grades 6 through 12. Sets forth what information this instruction must include, provides that the instruction may be taught by a licensed educator, school nurse, or school counselor, provides for student evaluation, and requires the State Board of Education to develop an age-appropriate, trauma-informed curriculum. Amends the School Safety Drill Act. Amends the Nursing Home Care Act and the Specialized Mental Health Rehabilitation Act of 2013. Provides that, to facilitate timely applications for Supplemental Security Income or Social Security Disability Insurance, facilities shall assess residents using the Social Security Administration screener to check eligibility for Social Security benefits within 30 days after admission to a facility. If the resident is likely eligible, requires the facility to assist the resident with completing an application within 60 days after admission to a facility. Provides that, within 6 months after the effective date of the amendatory Act, facilities shall conduct a one-time assessment of all current residents and complete a Social Security Administration screener for all residents without income and without a pending Supplemental Security Income or Social Security Disability Insurance application. Twice per year, requires each facility to publicly post on the facility's website the number of residents screened and the number of applications initiated. Effective immediately.

Provides that certain property on which a community-integrated living arrangement is located is entitled to a reduction in its equalized assessed value in an amount equal to the product that results when the number of occupants who use the community-integrated living arrangement as a primary residence is multiplied by $2,000. Provides that property qualifies for the homestead exemption for persons with disabilities even if the person with a disability is not an owner of record of the property or liable for paying property taxes if a family member of the person with a disability meets those criteria. Amends the Pharmacy Practice Act. In provisions concerning the label of a drug, medicine, or poison that is lawfully sold or dispensed, provides that, at a prescriber's request, the label affixed to a box, bottle, vessel, or package containing mifepristone, misoprostol, or any generic alternative may include the name of the prescribing health care practice instead of the name of the prescriber.

SERVICEMEMBERS-SERVE ACT
Creates the Servicemember Education Rights Veneration Act. Requires institutions of higher education (institution) to accommodate service member student's academic military leave and grant prompt readmission when the service member student has not exceeded a cumulative academic military leave period beyond 5 years, provides advance notice of academic military leave to the institution, and provides notice of intent to return to the institution. Requires the institution to readmit a service member student on academic military leave into the next class, classes, or academic year division following the receipt of the notice of intent to return in accordance with the terms of the accommodation. Contains provisions on exemptions to readmission and related reporting requirements on service member students; investigations by the Attorney General's appointed ISERRA Advocate on whether a readmission exemption exists; and other matters. Requires service member students to provide advance notice of pending military service and prohibits institutions from imposing conditions for academic military leave not otherwise imposed under the Act. Contains provisions on military accommodation; academic obligations of service member students; reimbursement for school expenses; academic withdrawal due to military service; rejection of accommodation and the institution's burden of proof; a 5-year military service limitation; records documentation; advance notice requirements on service member students; notice of intent to return; anti-discrimination protections; academic leave for the spouses of servicemembers; Attorney General enforcement authority; remedies; rulemaking authority; and other matters.
