NURSING HOME-SPECIALIZED MH
Amends the Nursing Home Care Act and the Specialized Mental Health Rehabilitation Act of 2013. Provides that, to facilitate timely applications for Supplemental Security Income or Social Security Disability Insurance, facilities shall assess residents using the Social Security Administration screener to check eligibility for Social Security benefits within 30 days after admission to a facility. If the resident is likely eligible, requires the facility to assist the resident with completing an application within 60 days after admission to a facility. Provides that, within 6 months after the effective date of the amendatory Act, facilities shall conduct a one-time assessment of all current residents and complete a Social Security Administration screener for all residents without income and without a pending Supplemental Security Income or Social Security Disability Insurance application. Twice per year, requires each facility to publicly post on the facility's website the number of residents screened and the number of applications initiated. Effective immediately.

Provides that certain property on which a community-integrated living arrangement is located is entitled to a reduction in its equalized assessed value in an amount equal to the product that results when the number of occupants who use the community-integrated living arrangement as a primary residence is multiplied by $2,000. Provides that property qualifies for the homestead exemption for persons with disabilities even if the person with a disability is not an owner of record of the property or liable for paying property taxes if a family member of the person with a disability meets those criteria. Creates the Servicemember Education Rights Veneration Act. Requires institutions of higher education (institution) to accommodate service member student's academic military leave and grant prompt readmission when the service member student has not exceeded a cumulative academic military leave period beyond 5 years, provides advance notice of academic military leave to the institution, and provides notice of intent to return to the institution. Requires the institution to readmit a service member student on academic military leave into the next class, classes, or academic year division following the receipt of the notice of intent to return in accordance with the terms of the accommodation. Contains provisions on exemptions to readmission and related reporting requirements on service member students; investigations by the Attorney General's appointed ISERRA Advocate on whether a readmission exemption exists; and other matters. Requires service member students to provide advance notice of pending military service and prohibits institutions from imposing conditions for academic military leave not otherwise imposed under the Act. Contains provisions on military accommodation; academic obligations of service member students; reimbursement for school expenses; academic withdrawal due to military service; rejection of accommodation and the institution's burden of proof; a 5-year military service limitation; records documentation; advance notice requirements on service member students; notice of intent to return; anti-discrimination protections; academic leave for the spouses of servicemembers; Attorney General enforcement authority; remedies; rulemaking authority; and other matters.

Amends the Mental Health and Developmental Disabilities Code. Provides that whenever psychotropic medication or electroconvulsive therapy is refused under a specified provision at least once that day, the psychiatrist or advanced practice psychiatric nurse (instead of the physician) shall determine and state in writing the reasons why the recipient did not meet the criteria for the administration of medication or electroconvulsive therapy and whether the recipient meets the standard for administration of psychotropic medication or electroconvulsive therapy under a provision concerning the administration of psychotropic medication and electroconvulsive therapy upon application to a court. Provides that a petition requesting that the court authorize treatment with psychotropic medication shall specify the full names of the medications and anticipated range of dosage that comprise such treatment. Provides that no administration of psychotropic medication or electroconvulsive therapy without the informed consent of the recipient may be authorized unless at least one psychiatrist or advanced practice psychiatric nurse who has examined the recipient testifies in person at the hearing. Makes other changes to definitions and provisions concerning administration of psychotropic medication and electroconvulsive therapy upon application to a court.

CRIM PRO-JURY TRIAL WAIVER
Amends the Code of Criminal Procedure of 1963. Provides that a person accused of an offense does not have the right to a trial by jury if the offense is a petty offense with no penalty of imprisonment or mandatory driver's license suspension under the Illinois Vehicle Code or a local traffic ordinance if a court appearance is not required and the defendant waives his or her right to a jury trial by mail or electronic submission of a waiver request through an online system approved by either the Illinois Supreme Court or the local circuit court clerk. Provides that every person accused of an offense pursuant to the provision and entering a plea of not guilty may waive the right to a trial by jury and request a bench trial by submitting a jury waiver request in writing or such other form prescribed by the Illinois Supreme Court or a local circuit court by mail to the clerk of the circuit court in the county where the charge is pending or by electronic submission, through an online system approved by the Illinois Supreme Court or the local circuit court clerk. Provides that the jury trial waiver request under the provision shall include the name, mailing address, driver's license number, citation or complaint number, date of birth, and signature of the defendant. Provides that upon the receipt of a valid waiver request, the clerk of the court before which such request was made shall schedule the matter for a bench trial, enter the waiver into the court record, and the court may proceed with a bench trial without requiring the defendant to personally appear to execute the waiver. Provides that the waiver shall be deemed sufficient to satisfy the waiver requirements of the Code. Provides that the trial court may require the defendant to appear in court if necessary to confirm the validity of the waiver or for a show of good cause. Provides that nothing in the provision shall preclude the Illinois Supreme Court from adopting rules forms and procedures for the implementation of the provision. Makes other changes. Effective January 1, 2027.

Provides that by using reports and data provided by the Department of Healthcare and Family Services’ External Quality Review Organization on network adequacy, provider service deserts, and health care disparities by race and ethnicity, the Medicaid Technical Assistance Center shall propose for Department review and approval an annual plan for recruiting providers to participate in the Illinois Medical Assistance Program and report on outcomes of its recruitment efforts to the Department for continuous improvement. Repeals a provision requiring the Department to maximize federal financial participation for any moneys appropriated to the Department for the Medicaid Technical Assistance Center and to deposit all federal financial participation funds into the Medicaid Technical Assistance Center Fund. Repeals a provision creating the Medicaid Technical Assistance Center Fund. Amends the State Finance Act. Provides for the dissolution of the Medicaid Technical Assistance Center Fund on July 1, 2026, or as soon thereafter as practical, after the transfer of all remaining funds into the Healthcare Provider Relief Fund. Effective July 1, 2026.

Provides that a person commits felony murder when he or she, acting alone or with one or more participants, commits or attempts to commit a forcible felony, other than second degree murder, and in the course of or in furtherance of that crime or flight from that crime, he or she or another participant causes the death of a person, other than one of the participants. Provides that the sentence of imprisonment for felony murder shall be a determinate sentence of not less than 8 years and not more than 40 year, subject to the parole review provisions for persons who committed the offense when under 21 years of age. Amends the Illinois Works Job Program Act. Establishes the Illinois Municipal Works Preapprenticeship and Service Trainee Program to be administered by the Department of Commerce and Economic Opportunity. Provides that the goal of the Program is to create a network of community-based organizations within the region served by Morton College that will recruit, prescreen, and provide preapprenticeship and service trainee skills training to create a qualified, diverse pipeline of workers who are prepared for careers in the construction and building trades and in the union service trades that have collective bargaining agreements with municipalities, the health care sector, and other service sectors. Creates the Illinois Municipal Works Preapprenticeship and Service Trainee Fund. Provides that the Fund shall be administered by the Department. Provides that the Fund shall be used to provide funding directly to Morton College and, through Morton College, to trade unions, municipal employers, health care employers, and other service sector employers who are associated with the Program. Provides that every July 1, $250,000 shall be transferred from the Rebuild Illinois Projects Fund to the Illinois Municipal Works Preapprenticeship and Service Trainee Fund. Sets forth an annual report for Morton College. Provides for bid credits for employing apprentices who have completed the Program. Amends the Public Community College Act. Provides that the Illinois Community College Board shall monitor the Program. Provides that, by no later than July 1, 2031, the State Board shall recommend legislation to the General Assembly that will, based upon the experience of Morton College, establish and fund an Illinois Pipeline for the Advancement of the Union Service Workforce Program. Specifies time credit and sentencing guidelines for a minor who attains fitness. Provides for the legal disposition of a minor if fitness cannot be attained. Creates the Juvenile Discharge Hearing Task Force to examine the juvenile discharge hearing process, compare Illinois' process with those of other states with juvenile fitness standards, and recommend reforms to the process that ensures minors receive meaningful treatment for existing mental health needs. Provides that the recommendations shall include statutory language to update the juvenile hearing discharge process and whether the juvenile discharge hearing should take place on the same timeframe as discharge hearings for adult offenders. Provides that the Task Force may meet in person or virtually and shall issue a written report of its findings and recommendations to the General Assembly on or before July 1, 2027. Repeals task force provisions on January 1, 2028. Contains other provisions. Contains a severability provision. Effective July 1, 2026.

CRIM PRO-CHILD VICT-TESTIMONY
Amends the Code of Criminal Procedure of 1963. Deletes provision that there is a rebuttable presumption that the testimony of a victim who is a child under 13 years of age shall testify outside the courtroom and the child's testimony shall be shown in the courtroom by means of a closed circuit television. Deletes that the presumption may be overcome if the defendant can prove by clear and convincing evidence that the child victim will not suffer severe emotional distress. Provides that if the court denies the State's request for the child victim's testimony to be taken outside of the courtroom, the court shall toll the speedy trial requirements under the speedy trial provisions of the Code for 30 days to allow the State to present the motion to the court again before trial requesting the child's testimony to be taken outside the courtroom by means of a closed-circuit television.

LAW ENFORCEMENT-VARIOUS
Amends the Illinois State Police Law. Provides that the Division of Patrol shall enforce the motor carrier safety provisions of the Illinois Vehicle Code and serve as the lead State agency for administering the commercial vehicle safety plan of the Federal Motor Carrier Safety Administration. Adds human trafficking, sexual assault, and sexual abuse in-service training requirements for Illinois State Police officers. Provides that the Division of Statewide 9-1-1 shall cooperate with federal and State authorities that are engaged in aeronautics and that request to use the Illinois State Police's radio network system. Provides that the State Police shall maintain a statewide statistical police contact recordkeeping system (rather than develop a separate statewide statistical police recordkeeping system) for the study of juvenile delinquency. Provides that, with the permission (rather than written permission) of a child's parent or guardian, the Illinois State police may collect (rather than retain) the fingerprints or DNA (rather than only the fingerprint record) of the child. Specifies that the fingerprints or DNA may be retained by the child's parent or guardian and later used for specified purposes. Amends the Intergovernmental Drug Laws Enforcement Act. Provides that a Metropolitan Enforcement Group may enforce crimes concerning terrorism and threats to public officials and human service providers. Amends the Code of Criminal Procedure of 1963. In provisions concerning criminal prosecutions for violations of the Cannabis Control Act, the Illinois Controlled Substances Act, or the Methamphetamine Control and Community Protection Act and criminal prosecutions for reckless homicide, or driving under the influence of alcohol, other drug, or combination of both, or in any civil action held under a statutory summary suspension or revocation hearing, deletes provisions requiring specified information to be attached to laboratory report from the Illinois State Police, Division of Forensic Services. Amends the Freedom from Drone Surveillance Act. In provisions requiring the chief executive officer of a law enforcement agency to report the use of a drone to the State's Attorney under specified circumstances, adds language allowing the report to be made by the chief executive officer's designee. Makes other and conforming changes. Effective immediately.
