NEWBORN SCREENING ACT CHANGES
Amends the Newborn Screening Act. Changes the title of the Act and the short title. Provides that, beginning July 1, 2026, an additional newborn screening fee of at least $45, determined by the Department by rule, may be collected and deposited into the Metabolic Screening and Treatment Fund for specified purposes. Provides that nothing in the Act shall be construed to override, replace, preempt, or supersede any provision, requirement, or other duty or prohibition under the Early Hearing Detection and Intervention Act. Limits the application of certain provisions to hearing screenings and makes technical and conforming changes. Makes conforming changes in the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois, the Illinois Procurement Code, the Illinois Public Aid Code, and the Genetic Information Privacy Act. Effective immediately.

PLASTIC BAG FEE
Creates the Single-Use Plastic Bag Taxation Act. Provides that, if a retail mercantile establishment offers a single-use checkout bag to consumers, the retail mercantile establishment shall charge consumers a fee of $0.05 for each single-use checkout bag offered. Provides that all fees collected shall be retained by the retail mercantile establishment and may be used for any lawful purpose, other than providing a customer a rebate or other form of reimbursement for the fee. Provides that the fee shall not apply to recycled paper bags that are used to carry items purchased pursuant to the Supplemental Nutrition Assistance Program, Women Infants, and Children program or a similar governmental food assistance program. Contains other provisions. Denies home rule powers.

COMMUNITY BITCOIN RESERVE
Creates the Community Bitcoin Reserve Act. Contains findings and purpose provisions. Establishes the Community Bitcoin Reserve Program within the Department of Commerce and Economic Opportunity. Provides that the Altgeld Bitcoin Reserve is designated as the first community reserve site, and additional participating communities may be approved by the Department of Commerce and Economic Opportunity. Provides that the State may acquire Bitcoin for the Community Bitcoin Reserve if the acquisition is authorized by the General Assembly and conducted in a budget-neutral manner. Requires all Bitcoin held under the Act to be secured using multisignature cold-storage custody requiring a minimum threshold of approvals. Sets forth further provisions concerning the custody structure of the Bitcoin; transparency and proof-of-reserve reports; community governance; the administration of community programs; the annual program release schedule; tax treatment; restrictions; the sale or transfer of Bitcoin held under the Act; the acceptance of Bitcoin donations; and exemption from liability for the State. ETHICS-INTEREST DISCLOSURES
Amends the Illinois Governmental Ethics Act. Supersedes part of Executive Order 15-9 regarding supplemental statements of economic interests. Requires each executive branch State employee who files a statement of economic interests to disclose: (i) certain real property interests involving the State; (ii) any nongovernmental positions held and related compensation; and (iii) any litigation involving the State in which the employee has a financial interest. Directs the Secretary of State to prepare and provide forms, receive filings, and make disclosures publicly available. Requires employees to report material changes promptly.

FREE MED SERVICE-LIABILITY
Amends the Good Samaritan Act. Provides that a licensed health care provider who renders medical services voluntarily and without compensation or the expectation or promise of compensation and does not seek reimbursement from charitable or governmental sources is not liable for any civil damages for any act or omission resulting from the rendering of the services unless the act or omission was the result of the licensed health care provider's gross negligence or willful misconduct. Requires notice and consent to be made in writing for a voluntary, noncompensated service before rendering the service in the case of a nonemergency and provides that notice and consent may be given through the use of an electronic medical record device.

CRIM CD-CONCEAL HOMICIDAL DTH
Amends the Criminal Code of 2012. Provides that a person commits the offense of concealment of homicidal death when he or she knowingly permits the concealment or disposal of a body on property under the person's control with knowledge that the other person has died by homicidal means. Increases the penalty for concealment of homicidal death from a Class 3 felony to a Class 2 felony. Provides that a person commits the offense of concealment of death when he or she knowingly permits the concealment or disposal of a body on property under the person's control with the intent of concealing information regarding the place or manner of death of that person, or the identity of any person with information regarding the death of that person. Increases the penalty for concealment of death from a Class 4 felony to a Class 3 felony. Effective immediately.

BROADBAND PROVIDERS-EASEMENTS
Amends the Electric Supplier Act. In provisions concerning rights granted to electric cooperative broadband grant recipients, provides that, outside of the grant service area, a broadband provider may access and use (i) any existing electric easement held or controlled by the broadband provider or (ii) any other existing electric easement contingent upon an agreement with the easement holder or controller for the delivery of broadband service by the broadband provider. Provides that, if the proper permits are acquired by State and local authorities, no property owner of property located outside the grant service area shall forbid or prevent a proposed broadband provider from entering upon the property for purposes of and in connection with the deployment of broadband infrastructure, nor shall any such property owner forbid or prohibit the broadband provider from deploying upon, beneath, or over that property broadband infrastructure utilized by the broadband provider for such broadband service. Provides that the property owner may be entitled to the payment of just compensation by that broadband provider and the broadband provider shall indemnify the property owner for any physical damage caused by the deployment of the broadband infrastructure and service. Changes references in the Electrical Service Broadband Deployment and Access Law to include broadband providers.

Provides that a grocery store that offers a digital coupon to consumers for the purchase of goods must make available a corresponding physical or paper copy of the coupon of equal value to consumers upon request. Provides that a person may not use surveillance-based price setting or use surveillance data as part of an automated decision system to inform the individualized price assessed to a consumer for goods or services. Provides that a maximum of $2,000 (rather than $1,000) shall be given as monetary assistance and incentives toward the National Board for Professional Teaching standards' renewal application fee. Removes other monetary assistance and incentives. Provides that the State Board of Education shall provide an annual stipend of $4,000 for up to 5 years to teachers who hold current National Board for Professional Teacher Standards certification. Provides that to receive the $4,000 annual stipend, the National Board certified teacher must be employed as a public school teacher and must hold a valid National Board for Professional Teacher Standards certificate throughout each year of the stipend. Provides that if there are adequate funds available, mentoring programming must be made available to support qualified educators in their pursuit of National Board certification. Sets forth specific incentives, and provides that funds may also be used for (i) professional development training provided by National Board certified teachers or (ii) instructional leadership training for qualified educators interested in supporting implementation of the Illinois Learning Standards or teaching and learning priorities of the State Board of Education or both. Provides that the selection of teachers who hold both a National Board for Professional Teaching Standards designation and a current corresponding certificate issued by the National Board for Professional Teaching Standards shall be encouraged for other mentoring programs.

Provides that the term "qualified taxpayer" means a taxpayer that is a regulated utility in the State of Illinois or a power generating company providing baseload or intermediate generation in Illinois and that meets specified criteria and is able to demonstrate an adverse and material operational impact to either its overall Illinois-based workforce or its ability to conduct business in Illinois based on the scheduled phaseout target dates of 2030, 2035, 2040, and 2045, as provided in Public Act 102-662. REDUCING BARRIERS TO LICENSURE
Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Makes changes in provisions concerning definitions; oaths, subpoenas, and penalties; applicants with criminal convictions; qualification for licensure or registration; health care worker licensure actions; automatic suspension of a health care worker's license; the publication of disciplinary actions; and records of Department actions. Amends the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985. In provisions concerning required licensure, provides that an application shall not be automatically placed on hold, delayed, denied, or otherwise not processed by the Department of Financial and Professional Regulation because it was submitted by a person who is incarcerated. Amends the Health Care Professional Credentials Data Collection Act. In provisions concerning licensure records, provides that licensure records designated confidential and considered sealed (rather than expunged) for reporting purposes by the licensee are not reportable under the Act. Amends the Unified Code of Corrections. In provisions concerning loss and restoration of rights, provides that no application for specific licenses granted under the authority of the State shall be denied to (rather than denied by reason of) an eligible offender who has obtained a certificate of relief from disabilities, having been previously convicted of one or more criminal offenses (rather than or by reason of a finding of lack of "good moral character"), when the finding is solely based upon the fact that the applicant has previously been convicted of one or more criminal offenses, except for certain circumstances. Repeals provisions concerning the Department of Financial and Professional Regulation's annual report to the General Assembly. Makes other changes. Effective immediately.

EPA-BROWNFIELDS REDEVELOPMENT
Amends the Environmental Protection Act. Provides that, on July 1, 2026, and each July 1 thereafter, the State Comptroller shall direct and the State Treasurer shall transfer the sum of $5,000,000 from the Underground Storage Tank Fund to the Brownfields Redevelopment Fund. MEDICAID-MAMMOGRAPHY
Amends the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to authorize coverage for screening by low-dose mammography for the presence of occult breast cancer for individuals 25 (rather than 35) years of age or older who are otherwise eligible for medical assistance. Requires the Department to convene 2 separate expert panels to review quality standards for mammography and establish quality standards for breast cancer treatment. Provides that subject to Department approval, rate methodology for screening and diagnostic mammography shall be based on the quality standards established by the expert panels and State qualified ACR Designated Comprehensive Breast Imaging Centers (formerly known as Breast Imaging Centers of Excellence). Requires the expert panels to establish a comprehensive and clinical methodology to inform women who are age-appropriate for screening mammography, but who have not received a mammogram within the previous 18 months, of the importance and benefits of screening mammography. Provides that within 2 years after the completion of a pilot program providing case-managing or patient navigation services for women diagnosed with breast cancer, the Department shall establish as a permanent initiative the Patient Assistance for Beneficiaries Diagnosed with Breast Cancer. Requires the Department to submit annual reports to the General Assembly detailing program outcomes, financial expenditures, and any recommendations for adjustments to maintain or enhance the program's effectiveness. Requires the Department to establish or facilitate training and continuing education opportunities specific to breast health and mammography for radiologists. Makes other changes. Effective immediately.

SCH-MULTI-TIER SYSTEM SUPPORT
Amends the School Code. In the Courses of Study Article, provides that each school district and its schools shall create, maintain, and implement a policy for providing academic, social-emotional, and behavioral intervention within a framework of a multi-tiered system of support. Provides that the multi-tiered system of support process should use a collaborative team approach and include the engagement of and regular communication with the child's parent or guardian. Requires the parent or guardian of a child identified for additional support to be provided with written notice of the school district's use of scientific, research-based intervention within a multi-tiered system of support and the purpose of the intervention. Allows the parent or guardian to be part of the collaborative team approach at the discretion of the school district. Provides that the parent or guardian shall be provided all data collected and reviewed by the school district with regard to the child in the scientific, research-based intervention or multi-tiered system of support process. Allows the State Board of Education to provide guidance to school districts and identify available resources related to facilitating parent or guardian engagement in a multi-tiered system of support process. In the Children with Disabilities Article, repeals a Section concerning the response to scientific, research-based intervention or a multi-tiered system of support process.

CATCH HEART DISEASE EARLY ACT
Creates the Catch Heart Disease Early Act. Provides that all Illinois residents, 20 years of age or older, are entitled to heart disease screenings at no cost according to the following schedule: one screening every 6 years for individuals aged 20 through 39 years; and one screening every 2 years for individuals aged 40 years and older. Provides that no individual shall be charged any co-payment, co-insurance, deductible, out-of-pocket fee, or other cost-sharing amount or required to enter into any cost-sharing agreement in order to access heart disease screenings. Provides that the State of Illinois shall be the payer of last resort and only cover any outstanding screening costs for eligible uninsured or underinsured individuals whose public or private insurance, including Medicaid or Medicare, does not cover the full cost of heart disease screenings. Provides that service providers of heart disease screenings for eligible uninsured or underinsured Illinois residents shall be reimbursed through a voucher program. Requires the Department of Healthcare and Family Services to perform certain functions to implement the Act, including, but not limited to: (i) establishing a confidential registry to track screening dates and prevent duplicate heart disease screenings outside the authorized frequency; and (ii) provide a mechanism for individuals and providers to verify screening eligibility. Requires health care providers to verify an individual's age, residency, date of last heart disease screening, and other matters prior to administering a screening and recording it in the individual's medical record. Contains provisions on Department rules. Provides that, subject to appropriation, the Department shall implement the voucher program by July 1, 2027. Adds conforming language to the State Employees Group Insurance Act, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Public Aid Code, and the Illinois Insurance Code. Effective immediately.

RENTAL PROPERTY REGISTRY
Creates the Residential Rental Property Registry Act and amends the Illinois Affordable Housing Act. Requires the State to establish the Residential Rental Registry to be maintained and monitored by the Illinois Housing Development Authority. Requires that each landlord of one or more dwelling units, including condominium and cooperative units, must register each dwelling unit by January 1 of each year with the Residential Rental Registry. Prohibits a person from allowing to be occupied or rented or charge, accept, or retain rent for any dwelling unit unless the landlord has registered the dwelling unit with the Residential Rental Registry. Provides that a landlord who has not paid the rental registry fee within the past 12 months for a particular dwelling unit may not increase the rent charged for the dwelling unit until the landlord pays, in full, the rental registry fee currently due for the dwelling unit. Requires all landlords of residential dwelling units to pay an annual registration fee in the amount of $100 per dwelling unit, excluding a local housing authority and an owner-occupied building of 6 or fewer units that pays a fee of $50 per dwelling unit. Authorizes the Illinois Housing Development Authority to administer the Act and adopt appropriate rules to implement the Act. Creates penalties for a landlord that provides false or misleading information to the Authority. Provides that registration fees and fines collected under the Residential Rental Property Act shall be deposited into the Illinois Affordable Housing Trust Fund for the purpose of providing rental assistance.

LOCAL DIGITAL ASSET INVEST ACT
Creates the Local Government Digital Asset Investment Act. Sets forth the purpose of the Act. Provides that a public agency investing in Bitcoin-related exchange-traded funds, digital asset stocks, or Bitcoin bonds shall include a summary of the investments, including performance and allocation, in its annual financial report submitted to the Illinois Comptroller under the Governmental Account Audit Act. Amends the Public Funds Investment Act. Provides that a public agency may invest up to 5% of its public funds in (1) bitcoin-related exchange-traded funds listed on a national securities exchange registered with the U.S. Securities and Exchange Commission; (2) stocks of publicly traded companies listed on a national securities exchange that hold at least 25% of their total assets in Bitcoin or other digital currencies, as verified by the company's most recent audited financial statements; and (3) bitcoin bonds listed on a national securities exchange or approved by the U.S. Securities and Exchange Commission, issued by a government, corporation, or other entity, with principal or interest payments denominated in Bitcoin.

TENANTS-RIGHT OF FIRST REFUSAL
Creates the Multi-Unit Residential Rental Property Right of First Refusal Act. Requires the owner of a multi-unit residential rental property that offers the property for sale to provide written notice to each tenant and the tenants' association offering the tenants' association an opportunity to purchase the property at a price and terms that represent a bona fide offer of sale. Exempts property governed by the Condominium Property Act. Provides that the tenants, by and through the tenants' association, have the right to purchase the residential rental property if the tenants meet the price, terms, and conditions of the property owner by executing a contract with the property owner within 60 days, unless agreed to otherwise, from the date of mailing of the notice. Provides that, if a contract between the owner and the association is not executed within the 60-day period, the property owner has no further obligation under the Act unless the owner thereafter elects to offer the property at a price materially lower than the price specified in the notice provided to the association. Defines a materially lower price as a price that is at least 20% lower than the price specified in the notice to the officers of the tenants' association. Provides that if the property owner thereafter elects to offer the property at a price materially lower than the price specified in the notice, the tenants, by and through the tenants' association, have an additional 10 days to meet the new price, terms, and conditions by executing a contract. Provides this right to purchase the property is void if no contract for sale by the tenants' association and the property owner has been reached within the 60-day period or any additional 10-day period. Authorizes the property owner to record in the county in which the property is located an affidavit that the owner has complied with the Act's requirements. Specifies that if the tenants wish to exercise the rights under the Act, they must form an association that must be a corporation or a not-for-profit corporation with the written consent of two-thirds of all of the tenants. Sets out requirements for matters to be included in the articles of incorporation, bylaws, and power and duties of the tenants' association. Allows an aggrieved party to file a civil action for damages. Makes other changes.

Provides that if the complainant does not file a written request with the Department to review the EEOC's determination within 35 days after receipt of the Department's notice, the Department shall issue to the complainant, within 10 business days after the expiration of the 35-day period, a Departmental right to sue notice stating that the complainant has the right, within 90 days after receipt of the Department's notice, to either file the complainant's own complaint with the Human Rights Commission or commence a civil action in the appropriate circuit court. Requires the Department, within 10 days of the date on which the charge was filed, to serve a copy of the charge on the respondent and provide all parties with a notice of the complainant's right to opt out of the investigation within 60 days to commence an action in circuit court and the complainant's right to request a Departmental right to sue notice after 60 days has elapsed to file in the Human Rights Commission or commence a civil action in circuit court. Provides that within 10 business days of receipt of the complainant's request to opt out of the investigation, the Director shall issue an opt out notice to commence an action in circuit court to the parties. Provides that a Departmental right to sue notice does not constitute a finding of substantial evidence or of a lack of substantial evidence. Requires that any Departmental right to sue notice to state that the complainant shall have 90 days from the date of receipt of the notice to either file the complainant's own complaint with the Human Rights Commission or commence a civil action in the appropriate circuit court.

BAN PRICE COORDINATION-RENT
Amends the Landlord and Tenant Act. Prohibits a person from entering into an agreement with any other person to not compete in rental pricing, fees, or any other rental term for residential rental units in the State. Prohibits a person from engaging in price coordination for residential rental units in the State. Prohibits a person from facilitating an agreement between 2 or more persons to not compete with respect to rental pricing, fees, or any other rental term for residential rental units in the State. Prohibits a person from using, subscribing to, contracting for, or paying for the services involving price coordination or otherwise encouraging or facilitating an agreement with other persons to not compete with respect to any rental term for residential rental units in the State. Allows an aggrieved person to bring a civil action seeking damages and makes a violation of the Act a violation of the Consumer Fraud and Deceptive Practices Act.

DOT-INTERCITY GRID BUS PROGRAM
Amends the Department of Transportation Law of the Civil Administrative Code of Illinois. Requires the Department of Transportation to develop an intercity grid bus pilot program that offers free and fast buses that interconnect cities, suburbs, and townships across the State. TRANSPORT NETWORK LABOR
Creates the Transportation Network Drivers Labor Relations Act. Defines "transportation network driver" as an individual who operates a motor vehicle that: (i) is owned, leased, or otherwise authorized for use by the individual; (ii) is not a taxicab or for-hire public passenger vehicle; and (iii) is used to provide transportation network company services. Provides that transportation network drivers have the right of self-organization, to form, join, or assist transportation network driver organizations, and to bargain collectively. Sets forth provisions concerning unfair labor practices; the designation of bargaining representatives; administrative fees; bargaining, impasse resolution procedures, and final determinations by the Department of Labor; applicability of other labor standards; and rulemaking. Amends the Freedom of Information Act to make a conforming change.

PROTECT THE GREAT LAKES ACT
Creates the Protect the Great Lakes Act. Provides that, at the start of each month, the Metropolitan Water Reclamation District of Greater Chicago shall test for the presence of microplastics and PFAS in Lake Michigan and the Environmental Protection Agency shall test for the presence of microplastics and PFAS in the Illinois drinking water system. Provides that, at the end of each month, the District shall submit a report to the Environmental Protection Agency containing the test results taken at the start of the month. Provides that, after one year of testing and reporting, the District and Environmental Protection Agency shall submit a report to the General Assembly. Provides that the Environmental Protection Agency and the Department of Public Health shall establish an intergovernmental working group. Provides that the group shall meet at the beginning of every month to (i) address the effects of microplastic and PFAS water pollution on public health and (ii) find ways to eliminate microplastic and PFAS water pollution. Provides that, every 6 months, the group shall submit a report to the General Assembly containing recommendations to eliminate microplastic and PFAS water pollution. Effective January 1, 2027.

TASK FORCE-FED IMPACT-VETS
Amends the Department of Veterans Affairs Act. Provides that the Task Force on Federal Impact to Illinois Veterans is created within the Department of Veterans Affairs to include the feedback, experiences, and guidance from veterans throughout Illinois on the state of existing veteran programming, resources, housing, and healthcare. Provides that the Task Force shall also analyze the current state of staff and funding changes to the U.S. Department of Veterans' Affairs, in conjunction with the impact federal funding cuts to social services enacted by the Department of Government Efficiency and through the One Big Beautiful Bill Act have on the over 500,000 veterans living in Illinois. Provides that the Task Force shall also assess ways that the State of Illinois can assist Illinois veterans expected to lose their jobs within the U.S. Department of Veterans' Affairs, as well as veterans impacted by cuts to entitlement programs, including, but not limited to, SNAP, Medicaid, and federal tax credits. Contains provisions on Task Force membership and meetings. Provides that the Task Force may allow testimony from the public regarding the impact of federal cuts on veterans. Requires the Task Force to report its findings and recommendations to the Governor and General Assembly by December December 15, 2027. Provides that the Task Force is dissolved on January 31, 2028. Effective immediately.
