Rules; subsection (1) inapplicable to special local rules.

Sec. 80109. (1) Except as provided in subsection (2), the department shall promulgate rules authorized by this part. The department shall publish the approved rules in a convenient form. (2) Subsection (1) shall not apply to special local rules adopted pursuant to sections 80110 and 80111.
