Providing policy direction and guidance to office of health and medical affairs; prohibited delegation.

Sec. 12. (1) The council shall provide policy direction and guidance to the office in the performance of activities or functions related to the council's powers, duties, or activities. (2) The council shall not delegate its responsibility for the final approval of the state health plan.
