City clerk or city department as local registrar; rules.

Sec. 2814. (1) A city having a population of less than 40,000 and an institution located within the city limits may request the state registrar to approve the governing body's appointment of a city clerk or a city department as a local registrar. (2) The department shall promulgate rules for the administration of this section.
