Implementation of program.

Sec. 11. (1) The department shall not implement the program under this act until the legislature has appropriated sufficient funds to cover the same. (2) Not more than 1% of the annual appropriation made to the autism coverage fund may be used for the purpose of administering the program authorized under this act.
