103F.141 RULES. § Subdivision 1.Authority and criteria. The commissioner shall adopt rules to implement sections 103F.101 to 103F.151, including: (1) criteria for determining the floodplain uses that may be permitted without creating an unreasonable public hazard or unduly restricting the capacity of the floodplain to carry and discharge a regional flood; (2) variance procedures; and (3) the establishment of criteria for alternative or supplemental floodplain management measures such as floodproofing, subdivision rules, building codes, sanitation rules, and flood warning systems. § Subd. 2.
